The Broad Front presented this Thursday a request for censorship against the Minister of the Interior, Luis Alberto Heber, expressing his “disapproval” of the security strategy that the chief coordinates from his portfolio.
“As a result of the interpellation of the Minister of the Interior, the lack of capacity to comply with the crime prevention purposes mandated by law has been verified, as well as the inadequacy of security plans implemented to reduce homicides”, the FA request begins.
“Parliament has voted additional resources for the Ministry of the Interior, has accompanied measures to facilitate the incorporation of personnel; Even with this, it continues to be the main and most important concern of the population.”, he continues.
The left force understands that, despite everything, “sThe increase in violence and the deaths of so many women and men who inhabit our country have been verified.” and that the plans of Heber and his administration, so far, remain without results, “what deserves to remove trust.”
Through the request, the FA shows its disapproval of Heber’s management of the years 2022 and 2023“particularly because of the state of the situation of the homicides that occurred in Uruguay” during those years and because of the “painful confirmation of situations of extreme violence registered in said period that have impacted security and coexistence in the country”.
Following article 147 of the Constitution of the Republic, the FA thus requests the censorship of Minister Heber.
Coalition fully supports Heber but CA is critical
The benches of the National Party, the Colorado Party, the Independent Party and the independent deputy Eduardo Lust Rather, they signed a motion in which they declared “their total and absolute support for what was expressed and acted by Minister Luis Alberto Heber, his responses to all the questions raised in the room being fully satisfactory.”
In addition, they reaffirmed “the determined commitment of the government to combat crime, organized crime and drug trafficking, which cause so much damage and pain to society.” At the same time, Cabildo Abierto presented its own motion in which it detaches itself from the coalition and ensures that citizen security objectives are not being met.
“The current management of the Ministry of the Interior has not been able to meet fundamental security commitments that the Government Coalition presented to the citizens in its document ‘Commitment to the Country’especially with regard to the recovery of the neighborhood police stations and the development of a true local police force”, points out the document of the lobbying legislators.
“The effort of the National Police in combating certain crimes that have decreased compared to the previous administration. However, they still show unacceptable levels”, add the lobbying legislators.
They go on remarking that “as in the management of the previous government, the personal situation of police officers continues to be ineffectively addressedand the moral aspects and esprit de corps have not been sufficiently considered as a cohesive element of a structure with the characteristics of the police institution”.
Finally, the motion presented by CA suggests that “it is necessary to implementation of substantial changes in the prison system, in pursuit of the paradigm of the rehabilitation of persons deprived of liberty, in accordance with the provisions of article 26 of the Constitution”.
