On April 4, the municipal council approved annulling the process, arguing that the process was carried out under repealed regulations of the Superintendency of National Assets. Since that date, the administration of the municipality has continued the sales procedures normally, even with delivery certificates.
Yesterday the prosecutor entered the municipality, along with agents from the Directorate for the Fight against Corruption of the Policeman. She obtained the certificate of physical delivery of subplot 6A, located in the district of Gregorio Albarracín, which has 105 thousand square meters. That property was one of the auctioned and its delivery, according to the minutes, took place on the afternoon of the 16th.
Another questionable fact is the issuance of Mayor’s Resolution 0279-2022, signed by Mayor Julio Medina on April 18. The document approved the postponement of the payment schedule for the auction despite the fact that after the nullity of the auction, one of the winning associations had requested the return of part of the money paid.
The Prosecutor’s Office already has the payment checks and yesterday requested the videos of the council sessions where the approval and nullity of the auction was discussed. The intention of the prosecutor is to know the conduct of each alderman and decide if they are included in the investigation. For now, only Medina and the former deputy manager of Patrimonial Assets, Luis Alonso Ávalos, are investigated.

On Tuesday there was a confrontation over the possession of subplots 6A and 6C, which were part of the municipality’s auction. The winning associations tried to take possession, while the Oasis association tried to defend its occupation. This last group claims to have been in possession of the property for many years, which is why they demand direct sale.
The confrontation with sticks and stones, which led to police intervention, left two people injured. The partners of Oasis insist that Medina promised them the property in the electoral campaign and that now he does not know his promise.
They suspend the alderman and change the lock
Last Friday, the plenary session of the council suspended councilman Juan Llanqui Ticona for 30 days and the sanction was based on violations of the Municipal Council Regulations. Llanqui was the first to denounce alleged irregularities in the auction.
yesterday the councilman had an altercation with the municipal security and one of his office colleagues. The administration changed the lock of his office to which he tried to enter and, unable to do so, a verbal fight began.
His colleague Luis Inquilla said that Llanqui hurled insults at him and that is also the reason for his sanction. “He has disrespected us in the session. That is why he was suspended, because he is a spoiled brat,” Inquilla said.
Llanqui announced that he will denounce Mayor Julio Medina, once again, for abuse of authority. Finally after the scandal was over, the alderman entered his office.
