Among what the federal Ministry of Health will have to explain is the payment of studies for reconstruction whose documentary evidence was not found at the time of the inspection.
The Internal Control Body (OIC) of the federal Ministry of Health (SSA) identified irregularities for more than 9 million pesos in carrying out works that are part of the implementation of the 2021 National Reconstruction Program of the health sector.
After carrying out the 12/22 audit, the OIC under the Ministry of Public Administration identified at least seven cases of irregularities in the rehabilitation work of Medical Units or Health Infrastructure that were affected by the 2017 and 2018 earthquakes. and that are part of the National Reconstruction Program (PNR) in the 2021 financial year.
It was detailed that the Medical Units or Health Infrastructure that are part of said program are those that have been affected by the earthquakes in the states of Chiapas, Mexico, Guerrero, Hidalgo, Michoacán, Morelos, Oaxaca, Puebla, Tabasco, Tlaxcala, Veracruz and Mexico City and that were not fully attended to or do not have resources allocated for their rehabilitation, replacement, relocation or demolition.
According to the control act of the OIC of the SSA, of a universe of 152 million 302,751 pesos that were audited of the program and type: 230 “Public Works” of the Ministry of Health, three actions were identified as pending to clarify the use of 9 million 413.80 pesos in fixed-price public works contracts.
Anomalies in detail
Among the irregularities, inconsistencies were found in the execution stage of the contract for the rehabilitation of Unit 201 Government Tower of the General Hospital of Mexico, for which the company Constructores de Jaltocan, SA de CV, received 23 million 99,401 pesos for said tasks. .
However, 1 million 123,290 pesos, spent to carry out the “Soil Mechanics Study”, could not be justified since the documentary evidence of the report was not found at the conclusion of the inspection act last September.
Likewise, the audit identified anomalies for 5 million 817,762 pesos in the reimbursement procedure of the advance payment also granted to the company Constructores de Jaltocan, SA de CV, in the same work of the General Hospital of Mexico.
According to the above, the General Directorate for the Development of Physical Infrastructure (DGDIF) was asked for the documents that will prove the payment and amortization of the advance granted to the company, quantified at 6 million 929,820 pesos, corresponding to 30% of the total contract. agreed, which was 23 million 99,401 pesos.
However, the company only refunded one million 112,057 pesos, so that until April 4, 2022, more than 5 million pesos remained pending.
Meanwhile, anomalies were also identified for 2 million 473 pesos, in the disassembly and dismantling work of carpet, wooden lambrin, horns, cables, conduits, photographic frames, cabinet and fire hydrant, decorative letters, Siamese socket, doors, aluminum and glassware.
As well as the demolition of the ceiling and removal of material, works carried out by the company Constructora Genovac, SA de CV in the rehabilitation works of the building to the auditorium, of the Hospital Juárez de México.
Remediate areas of opportunity
For this reason, the OIC ordered the General Directorate for the Development of Physical Infrastructure (DGDIF) of the SSA to provide the documents that show that the company Constructora Genovac, SA de CV, carried out the indicated work, and otherwise, make the refund to the federal Treasury of the 2 million 473 pesos, plus the interest generated.
On the other hand, the audit also identified actions such as the lack of documents to support the early termination procedure of the rehabilitation of Unit 201 Government Tower of the General Hospital of Mexico or inappropriate assumptions of the early termination of the same work.
In addition to the delay in the execution of the construction work within the terms agreed in the National Reconstruction Program 2021.
