Six years in prison for Ferrufino and his wife for the crime of unjustified enrichment

The Anti-Corruption Prosecutor’s Office obtained the sentence of six years in prison for the former Minister of Social Development, Guillermo Ferrufino and his wife, Milena Vallarino, for the crime of unjustified enrichment. The sentence was issued by the Third Liquidator Court for Criminal Cases.

On December 28, the Judge Third Liquidator Baloisa Marquínez agreed at the end of 30 days to announce this verdict.

At the time, the Discharge Anti-Corruption Prosecutor, Edwin Juárez explained that throughout the investigation it was possible to corroborate through a forensic audit report from the Comptroller General of the Republic, through a 2015 resolution, which indicated, by qualified experts and suitable, that there was not a correct balance regarding the sworn statement presented by the former minister before assuming the portfolio of the Ministry of Social Development (Mides) for 1 million 126 thousand balboas; and after this he maintained assets, properties and bank accounts that added up to a surplus of more than 2 million 288 thousand balboas that he could not justify, once he left office in 2014.

In this case, the apprehension of a farm located in La Chorrera, province of Panamá Oeste is maintained; also, another farm in Nueva Gorgona, Chame; two in Boquete, Chiriquí province and a house in Albrook, in the capital city; also B/.118,664.91 from various seized bank accounts. The Eleventh criminal court lifted the arrest of two farms.

It should be noted that the penalty for the crime of unjustified enrichment is from 6 to 12 years in its aggravated modality to whoever, as a public servant, unduly increases his or her assets personally or through an intermediary during the exercise of his or her position, as established by the Penal Code.
