Servio Tulio assures that Abinader will submit a modification to the purchasing and contracting law on February 27

The Vice President of the Foundation, Institutionality and Justice (FINJUS), Servio Tulio Castaños Guzmán, affirmed that he has worked with the President of the Republic, Luis Abinader, on the project to reform the purchasing and contracting lawand that he is convinced that he will submit it on February 27.

During his participation in the Reseñas program, hosted by journalists Rafael Núñez and Adelaida Martínez, he assured that this reform to the Purchasing and Contracting Law is good, which he said worked together with the Purchasing and Contracting Directorate, the Ethics Directorate and Government Integrity as well as with the Legal Consultant of the Executive Power.

“I am convinced that the President of the Republic is going to submit this reform proposal on February 27, because the President is aware of, knows about, and has experienced the process that we have carried out to prepare a proposal that guarantees the State that manipulating the entire system,” he reiterated.

He pointed out that Carlos Pimentel, current head of Purchasing and Contracting, is an excellent official, but said that it is not possible for him to supervise all the tenders that take place in the country: “He can choose randomly, but it is impossible to cover everything.”

“I am convinced that the president is going to submit this reform to the purchasing and contracting law on February 27, I have no doubt about it,” he assured.

Critic of the current Purchasing and Contracting Law

Castaños Guzmán affirmed that he has been a critic of the current purchasing and contracting law, because it lends itself to manipulation and favoring the political system.

“For me that was a law that was designed to finance the political model in the Dominican Republic, I have that vision and I am convinced that it was for that, that is why you see that the opposition parties and the government have never been interested in that the law be modified,” he said.

He made these remarks to make his position clear in the face of some statements collected by the press in recent days on the subject, by assuring that he knows the law and was part of the team that worked on a project to reform it.

“It is a law that has financed the political model. When I talk to you about the political model, it is the political system in the Dominican Republic, that comes first. The second thing is that it is a law that I am familiar with because I have been an observer and we have had to analyze tenders… and when you see how the law is implemented in practice, you come to the conclusion that this law, not always, but almost always, is manipulate,” he said.
