The one chaired by Hugo Alvarez Pérez (2017-2021) fell due to Operation Caracol; that of Andrés Terrero (2006-2008) for impeachment; and Janel Ramírez is questioned
Although different, the problems within the Chamber of Accounts (CC) have the management of Janel Ramírez on the spotlight; They forced the majority of the members of the Plenary, chaired by Andrés Terrero, to resign before the end of their period and they keep the operation led by Hugo Álvarez Pérez within Operation Caracol.
With the exception of the nine years that Licelott Marte de Barrios presided over two consecutive periods, the last 15 years of management in the body for external control of public resources have been overshadowed by complaints that question its credibility and, to the test , and the good image of its members.
In the case of the current management, which is barely a year and six months old, the scandal is of course workplace and sexual harassment, which has led the Public Ministry to investigate ten CC officials so far, including members of the Plenary and officials.
Of the members of the Plenary of the entity who have already appeared to give their testimony before the deputy prosecutors in charge of investigating the case, there are Elsa María Catano Ramírez, Tomasina Tolentino de Mackenzie and Mario Antonio Fernández Burgos.

The complaint for alleged workplace and sexual harassment was filed by the employees Bella Massiel García and Virginia Correa Jiménez against the president of the CC, who would later be questioned by the MP.

As they are complaints of an administrative nature, the scandal in that management was taken to the Office of the Specialized Prosecutor for Administrative Corruption (Pepca), through an operation.
called “Caracol”, without to date none of those involved has been brought to justice, or the file archived.
Margarita Melenciano, a member of the Plenary that Álvarez Pérez presided over, complained yesterday that the MP has “frozen” that file, leaving her life in suspense.
She stated that she was interrogated 12 times; “The trial was made in the press, they have never called us again, nothing has been said, and we are waiting for them to be archived or submitted to a court,” she said.
Both she and the other members of the Plenary of the CC, including its president Álvarez Pérez, the MP accused them of allegedly obstructing justice by withholding audits with information on irregular management in State institutions that are investigated for administrative corruption.
The other members of the Plenary (2017-2021) were Pablo Domingo del Rosario, Pedro Antonio Ortíz Hernández and Carlos Noé Tejada Díaz. They all served their term.
The last thing that is known about the file is that in May of this year the judge of the special investigation of the Supreme Court of Justice (SCJ) María Garabito Ramírez dispossessed herself of the case because the accused are no longer members of the CC and for therefore they do not have privileged jurisdiction.

It ended abruptly in 2008 (two years earlier) when Congress subjected four of its members to impeachment, for alleged irregularities in the exercise of their functions, a trial that ended with the dismissal of Alcides Decena Lugo, since the other members resigned before the decision of the Chamber of Deputies took place.
In addition to Terrero, they were Henry Mejía Oviedo, José Altagracia Gregorio, José Altagracia Maceo, Julio De Beras, Luis Yépez Suncar, Alcides Benjamín Decena Lugo, Juan Adalberto Lora Ruiz and Freddy Bolívar Almonte Brito.
ICELOTT Management
It was as a result of Terrero’s inconclusive management that the Senate of the Republic appointed Dr. Licelott Marte de Barrios as head of the CC where she was until 2017.
The former deputy for the Christian Social Reformist Party (PRSC), died on June 13, 2019.
