Santi Peña built his house on municipal property

The cyberactivist Alfredo Guachiré denounced that the presidential candidate for the ANR; Santiago Peña built his house on land belonging to the Municipality of Asunción without paying taxes, since he pressured the councilors through Óscar “Nenecho” Rodríguez, mayor of the commune for the award. According to the complaint, the request even already has a favorable opinion from the Treasury Commission.

The land is located in the Trinidad neighborhood of Asunción with cadastral account 15-0201-50 located on Cándido Vasconcellos street, almost Pino González.

Augusto Wagner, councilor of Asunción for the PLRA, affirmed that the document is still in the Treasury Commission and that there is no opinion. The next meeting of said commission, in which Wagner himself is a part, is tomorrow, Thursday.

“I don’t know if on Thursday the president (Enrique Berni) of the commission will propose the study of the request for the sale of the surplus. It is a municipal surplus of 180 square meters according to the information that came to me”, he commented.

Wagner spoke directly with Berni about this issue and Berni informed him that there is still no opinion. Let us remember that Guachiré denounced that the commission had already ruled in favor of the sale of the property.
“Purchase or lease orders always enter through the administration. He does all the cadastral work. It determines whether or not there is a social need of the person who is requesting and later if there is no social need, the intendency does the work and sends it to the Board to rule on the sale, ”he said.

“Apparently he bought from someone else. Not that all the land is municipal. The municipality always sold surpluses to adjoining owners. What should be defined is the price”, he pointed out.
The price per square meter is around US$350 to 400 in that area, according to Wagner himself. Therefore, the property in question must have a price close to US$ 72 thousand (G. 500 million).

Humberto Blasco, councilor for the PLRA, affirmed for his part that the point is not included in the agenda, and that when the time comes to deal with it, he will vote for its rejection.

Peña gave his version for 1080 AM. He affirmed that the data published by Guachiré is imprecise and some of it is not real. He stated that nine years ago he bought the property through a mortgage loan, and in 2019 he decided to build the house. “There was a supposed municipal surplus. I make the measurements and a small triangle of municipal property is detected, from there the process began in the municipality, it was in November 2018. It is not true that he pressed or that ‘Nenecho’ did it. I never asked him or anyone, despite the ties I have, ”she noted.

He reported that the file followed its administrative procedures until it reached the Treasury Commission where the sale price of the property should be set.

“They have to decide if they will sell it for fiscal value or market value. If it is the latter, the appraisal must be done with a private appraiser. I want to pay the market price to avoid misinterpretations,” he said.

The land consists of 180 square meters, represents less than 10% of the total property. As for why he did not include it in his affidavits, the former Minister of Finance stated that the municipality had not yet transferred the remainder to him, and therefore did not include it. “What I can include is only what is on my property,” he concluded.

Óscar “Nenecho” Rodríguez, mayor of Asunción, used his social networks to respond to Guachiré.
“Alfredo, this is false information. I never asked for any approval in favor of anyone. I invite you to come personally to the municipality at the time that best suits you and together we will see page by page of said file, even giving you the possibility to record everything, ”says part of the post.

To another publication by Guachiré where he showed that the Treasury Commission was going to deal with Peña’s request, he replied as follows; “You can approach without problems and we see the file page by page. I never spoke to any councilor about it. Let me know what time you’re coming and if you want you can call the press to come with you so we can make everything more transparent.
