In the non-refundable modality, the suggestions are for the production notices of new seasons of webseriesshort film production, support for local actions and support for shows and festivals.

The Carioca Audiovisual Promotion Program 2022 is managed by RioFilme, linked to the Secretariat of Government and Public Integrity (Segovi), and will invest in the sector, through public notices, R$ 55.25 million, an amount 176% higher than the action proposed last year.

How it is

The program includes new support lines such as Cash Rebate notices. This is an initiative to encourage cinematographic productions that allows reimbursement of expenses incurred during the execution of a cinematographic project in the city.

The Cash Rebate notice has a value of R$ 15 million and aims to attract investments to Rio. Productions of international films and series or from other states may request support, including foreign advertising productions.

Among the new lines of the promotion program are investments in the production of films and documentary series for cinema, TV and streaming (R$ 2.7 million); investment in the production of new seasons of webseries (R$ 600 thousand); and distribution of films to movie theaters, in partnership with distributors, in the amount of R$ 3 million.

There will be a public notice for investment in professional training, a demand from the sector. The essential focus will be to promote the inclusion of young people in the labor market and fill gaps that create obstacles to market growth. The action will take place through a partnership with educational institutions. The line of investment to support the training and inclusion of new professionals in the audiovisual sector will have R$ 900 thousand.

Public notices are also planned to support the participation of producers from Rio de Janeiro in festivals and international markets, in the amount of R$ 280,000. This line, the Cash Rebate notices and the investment in the area of ​​training for the audiovisual sector, however, will not be open to registration at this first moment, so that they have some specific adjustments, but they will be able to compete soon, informed the secretary of Government and Public Integrity, Marcelo Calero.

R$ 13 million will be invested in complementation and production of feature films. Financial support for exhibitions and festivals to be held in Rio of January will reach R$ 4.1 million; the support line for local actions will receive R$ 500 thousand this year; investment in the development of film and series projects for cinema, TV and streaming to haveto R$ 3.4 million; support for the production of short films had its resources increased to R$ 1.12 million; and the public notice for the development of prototypes and production of electronic games to haveto R$ 760 thousand.

Applications for the tenders must be made between April 30th and May 29. According to the schedule, the selected projects will be announced on the day august 18providing for the definitive qualification between August 19th and September 19with the disbursement period running until October 14.

The director-president of the Association of Brazilian Audiovisual Producers of the Midwest (APBA-CO), filmmaker Pedro Lacerda, evaluated that the public notice is great news, after a period of stagnation at RioFilme.

“It is important to see that the lines are for production, for TV films, fiction, documentaries, series and even for release, for film distribution. Great news to know that production in Rio will return in full force and that streaming will begin to partner with independent producers to increase production. Because we lack production and distribution”.

With this public notice, he hopes that a Brazilian super movie will be released that will not only be on the national market, but also internationally. “We need to open borders in other markets outside”. For Lacerda, the national film needs to advance in other Portuguese-speaking markets, such as Portugal, and Portuguese-speaking African countries. “We have this money in the hands of the producers very soon,” he stressed.

Last year, R$ 20 million were invested in 70 audiovisual projects, attracting an additional R$ 48 million in investments to the city. The public notices were launched in August 2021 and, in December of that year, the amounts invested were already in the accounts of the benefited producers, generating income and employment for the sector.
