He indicated that in the most recent session of the Council the issue was raised in the room, but that the mayors did not approve it. He said that Law 176-07 is clear regarding the functions and obligations of a general secretary, who in no way can be judge and party, in legal and social matters at the same time.
He warned that if it is imposed by a mechanical majority of the aldermen of the Modern Revolutionary Party (PRM) the double appointment of Pérez Núñez, she will take the case to court.
“The sad thing about this decision, and it is where the non-functionality of a municipal administration is seen, is that it is the legal consultant himself who accepts that double designation, the same one who is empowered to decide that this process is not done and, that is the sad case”, Martinez noted.
He stated that the aldermen of the opposition are denied that designation because they understand that there are many cases and the time that must be dedicated to the legal issues of the Mayor’s Office so that the incumbent is assigned other functions such as general secretary.
“I don’t understand the reason, you can have too much confidence in a person, but you have to look for technicians, here there are quite a few municipal lawyers who can fill that role with high levels of efficiency or, failing that, I understand that in the PRM there may be another general secretary, it is an opportunity that they even have to appoint two officials, not two in one, that is impossible”, he indicated.
Free Journal consulted the Mayor’s Office on the matter and it was reported that Pérez Núñez was designated as Secretary General of the Mayor’s Office interim.
Hugo Beras was the Secretary General of the Mayor’s Office until last April 24 when he fully assumed the executive direction of the Transportation Cabinet.
