After a day of great pressure for the National Elections Jury (JNE), with accusations, requests for resignations and communications, the Plenary of the electoral entity exceptionally ordered granting a period of 72 additional hours to request the registration of lists of candidates for the regional and municipal elections (ERM) 2022, to the political organizations that began the entry of information in the Declara system until June 14.
Initially, the term was due to expire yesterday, Tuesday the 14th, but the JNE took into account that this electoral process “for the first time is being carried out in Peru totally virtualized, with the intervention of citizens from remote locations, some with connectivity difficulties; Given the large number of resumes of candidates submitted in the system Declares; and warning that files in heavy format are being uploaded to the SIJE Parties Table to present their lists of candidates, which makes said work difficult and delays and that we are at the deadline”, he opted for the measure.
In reality, various political organizations exerted a lot of pressure. As La República had anticipated last Sunday, With very little to go before the deadline for requesting the registration of lists of candidates, the vast majority had not completed that step.

Yesterday, the representatives of Alianza para el Progreso, Fuerza Popular, Renovación Popular, Somos Perú and Perú Libre denounced technical problems in the virtual system of the JNE, which they indicated was not allowing registration.
The general secretary of APP, Luis Valdez, even said that apparently what “the JNE and certain actors are trying to do is weaken the political parties.” And he asked that the president of the organization, Jorge Luis Salas Arenas, “resign” if he does not solve the errors.
The Purple Party denounced that “the deficient” JNE system would have “violated the right of political participation of hundreds of citizens”. And Renovación Popular denounced failures in “the Declara system and the SIJE parties table”… that put participation at risk “due to an excess of legislation.”
The JNE spoke out against these accusations and reported that the Declara system was operational and the organizations were registering resumes and government plans.
He explained that for large volume of information, the system “could present intermittence and delay (latency)” that were addressed in a timely manner. In addition, he added that “information on more than 80,000 candidate resumes representing 10,000 candidate lists had been recorded.”
The JNE spokesman, Luis Sánchez, ruled out that the system suffered “a crash or information was deleted”.

He specified that, “between yesterday and today, the rate of presentation of the resume format has registered an average of 2,000 per hour.”
Organizations have a new term, 72 hours, to comply with the requirements.
Complaints in regions and registrations at the last minute
In Trujillo, a group of APP militants protested before the Special Electoral Jury denouncing the collapse of the JNE website. “We want a physical desk to receive documentation to be opened,” said Ever Cadenillas.

The Regional Movement Building for Lambayeque denounced the collapse of the Declara system, which did not allow information to be recorded. In turn, the president of the JEE Chiclayo, Cipriano Purihuamán, pointed out that until 12 noon only 32 requests for lists of an average of 280 belonging to 10 parties and the Green Regional Movement and the Regional Building Movement had been received.
In the Arequipa region, until 8 pm only 133 application files appeared in the JNE. This despite the fact that lists of 17 groups were expected, which would make some 1,304 applications. Several officials indicated that the JNE’s digital signature system had not been working properly since June 11.

May 15 and 22: the internal elections were held within the political organizations, presenting the results until June 7.

August 3: the deadline for the withdrawal or resignation of candidates ends. The JNE publishes the formulas and lists of accepted candidates.
August 18: the deadline for the resolution in the first instance of requests for cross-outs or exclusion of candidacies due to their CV or delivery of gifts ends
September 2: deadline for the special electoral juries to resolve the appeals in the aforementioned cases.
October 1: deadline in which the JNE can exclude candidates from the elections due to their legal situation
October 2: Regional and municipal elections are held throughout the country
November-December: the second round is held in the case of regional governments.
