The last announcement of the new prosecutor of the Nation, Liz Benavides Vargas, to create a Special Team of Prosecutors against the Corruption of Power (Eficoop) has caused a series of expectations and comments in the corridors of the Public ministry about the possibility of who would lead this working group.
Although Benavides has not yet made a final decision or specified whether the new team will see the investigation against peter castle or other cases, The name of prosecutor Rafael Vela Barba is called as a possible member or even head of this group. In a conversation with this newspaper, the current head of the Lava Jato special team commented: “So far I have not had any offer to join the team announced by the Nation’s prosecutor. The only communication I had with her was on Friday in the protocol greeting of her swearing-in. I have no further information or any proposals. At some point, surely, we will be summoned to find out the nature of the team and what cases it is going to handle”.

Vela also stated that “we have no more information than what was said in the speech. I couldn’t speculate. I make decisions based on details and they haven’t called us up yet.”
Other information that this newspaper has been able to compile is that Benavides has also thought of Vela as an option to be head of coordination of three specialized subsystems such as the Organized Crime, Money Laundering and Anti-Corruption Prosecutor’s Office. The position would be between him and Omar Tello, of whom it has been stated that he would be definitively changed from the position of coordinator of the Anti-Corruption Prosecutor’s Office.

Whoever assumes the position of head of these subsystems could also define issues of competence to initiate investigations.
In the event that Eficoop is born soon and covers the Castillo case, the group would be made up of prosecutors such as Karla Zecenarro (Provías case) and Luz Taquire (Sarratea case). Meanwhile, the coordinators of several prosecutors have presented statistical reports on the change of management from Pablo Sánchez to Benavides, and are waiting to be called before the eventual creation of Eficoop.
