The former leaders of the PRI who oppose the continuation of Alejandro Moreno Cárdenas at the head of that party, together with the 17 former governors who have expressed the need to make changes in the leadership of the party, contemplate two scenarios for that to happen before before the end of the year: the voluntary detachment of the man from Campeche and the general secretary, Carolina Viggiano, or a procedure for violations of the Partisan Justice Code.
The first case would be framed in article 178 of the PRI statutes, since it would be expected that, out of ethics and respect for that party, the leader and the general secretary would resign. The withdrawal from Hidalgo politics is essential to renew the composition of the National Executive Committee (CEN), for two reasons, the first because by right of priority it would grant her to take the place of Alejandro Moreno, at least until the month of August of 2023, and also because that governing body obeys the dictates of the Moreno-Viggiano duo.
In this regard, José Ramón Martell, a member of the group of PRI members who chose to make visible his demand that Moreno Cárdenas resign because there is already an internal clamor that demands it, given the failure of his leadership; We are convinced that we are facing the last moments of this national leadership due to its lack of results and the mediocrity of its programmatic and ideological content.

He will say what he pleases. When someone affects a project, they must step aside out of ethics and honor. And there is a word that is legality, but this is applied when there is legitimacy and in this case it does not exist. Of the two options that are considered immediately to get Moreno and Viggiano to resign, the smoothest will be to adhere to the letter of article 178 of the statutes, which states that, in the simultaneous absence of the persons holding the presidency and the secretary general, the political council will be convened to proceed to carry out the early election to elect replacements for those positions.
On the other hand, indications of violation of the internal regulation (the statutes) may be resorted to, invoking article 25 of the Partisan Justice Code, which establishes that, since there is reliable evidence or sufficient elements regarding the performance of contrary conduct to this code, the commissions, acting ex officio or at the request of any militant, may investigate the leaders and, where appropriate, propose their resignation.
