Photographer Carlos Debíais is still detained at Rodeo II despite having a release ticket

On Wednesday, May 4, a constitutional protection of Human Rights was introduced with the support of the Venezuelan Prison Observatory (OVP), for which they must wait until Monday 9 to give a response.


Photographer Carlos Germán Debíais García has been detained for 26 days in Falcón, after being accused of photographing the refineries in November of last year. However, Debíais received a release ticket after being found innocent of the charges against him, but he has not been released because the Ministry of Penitentiary Affairs has not given the order to the director of Rodeo II, where he remains detained.

In an interview for the whistle, the father of the young man, Carlos Debíais explained that they have carried out several steps, but none has given positive results. The ticket was issued by the Tenth Court on April 13 and since then the director of Rodeo II, Ronald Zapata, awaits ministerial authorization.

Debíais’ lawyers and family submitted a letter to the Minister of Penitentiary Affairs, Mirelys Contreras; another to the Vice Ministry for Prisoners. They were also in the office of the Fundamental Rights Prosecutor’s Office, and in the Human Rights Commission of the National Assembly, headed by Pedro Carreño, but none have given answers.

“Until now, only the tenth Prosecutor’s Office has gone to Carlos Debíais to verify his condition. Dr. Valeska García has gone twice to see how he is, how they treat him, but there is no talk of her leaving and that is what is worrying, ”said her father.

This Sunday, May 8, marks 24 days since the release ticket was issued. The family calls for them to do something about it and to comply with the rule of law in Venezuela de Debíais.

Carlos Debíais took photos and videos of the sunsets of Paraguaná and its coasts to make a video and encourage tourism in the region.
