The Ministry for the Penitentiary Service (MPPSP) closed the year 2022 with the strengthening of the strategic plans implemented to the population deprived of liberty, through the Special Commission for the Judicial Revolution, with which a nationwide deployment was carried out and prompt justice was delivered, timely and fair.

according to a note In the press release of the MPPSP, the Minister for the Penitentiary Service, Mirelys Contreras, highlighted that during the year 2022 the plans regarding the Legal and Comprehensive Care Days in the centers were consolidated penitentiaries of the country and in the Preventive Detention Centers.

In this sense, Contreras explained that during these days Legal Assistance was provided to 93,277 deprived of liberty. This plan also included 128,099 adolescents and young adults in conflict with the Criminal Law.

The Minister affirmed that “alliances have been strengthened that have allowed the due judicial process of the population deprived of liberty, guaranteeing their fundamental rights, through the Special Commission for the Judicial Revolution.”

Technology: speed in processes

In relation to access to quick, timely and fair justice, Minister Contreras specified that speedy attention to judicial processes was promoted through innovative technological mechanisms, incorporating telematic hearings, through the Technological System of Penitentiary Security (SITESEP). . Through the aforementioned process, a total of 8,957 liberties were granted.

Visit to the centers

Similarly, Contreras reported that in 2022 innumerable visits were made to prisons and care entities, during which the rules of the Penitentiary Regime were complied with and the guarantee of the human rights of the deprived of liberty and adolescents in conflict with criminal law.

Likewise, it was verified “the good condition and improvement of the infrastructures, verifying the physical security of all these areas and providing those deprived of liberty with decent detention spaces,” said the Minister.

Definitive closure of Yare I

On the other hand, the Yare I Judicial Confinement Center was definitively closed, in which more than 800 inmates were incorporated into the Penitentiary Regime and the highest social discipline.

In addition, 23 extraordinary searches and more than 27,972 ordinary searches were carried out, indicated the head of the Penitentiary Service.

Cultural activities

As regards educational matters, the note stated that training programs were increased, with which it was possible to graduate more than 600 prison guards, through the alliance with the National Experimental Security University (UNES).

The figure of 1,784 private liberty included in educational activities was reached, in which they seek to show their talents and abilities.

“A total of 1,784 inmates have been incorporated into cultural, educational, sports, and religious programs, such as dance, song, and theater festivals, which have allowed them to have a vision of a positive life toward improvement, their rehabilitation comprehensive, progressive and enabling their transformation and social reinsertion”, emphasized Minister Mirelys Contreras.

Vaccination days

On the other hand, vaccination days were held in the country’s prisons against covid-19, applying vaccination doses to 35,750 in adults and 1,313 in adolescents.

Regarding immediate medical diagnoses, follow-up, control, comprehensive evaluation, gynecology, pediatrics, and ophthalmology sessions, among other specialties, they provided care to 142,581 adults and 38,793 adolescents.

With these advances and results, the Ministry for Penitentiary Service has exceeded international standards, established by the General Assembly of the United Nations (UN), including the Mandela Rules and the so-called Bangkok Rules, by guaranteeing people deprived of liberty of their fundamental rights, affirmed Minister Contreras.

It is important to remember that these actions were carried out thanks to the practice of Public Policies implemented by the President of the Republic, Nicolás Maduro, in conjunction with the Sectorial Vice Ministry of Citizen Security and Peace, in charge of A/J Remigio Ceballos Ichaso , and the guidelines established by the Minister for the Penitentiary Service, Mirelys Contreras.
