This Monday 8, the Popular Action congressman Wilson Soto sent to the president of the Subcommittee on Constitutional Accusations, the apepista Rose Torresthe final report of the constitutional complaint against president Pedro Castillo for alleged violations of the Magna Carta and the alleged crime of treason against the country.
“With the responsibility and objectivity that characterizes us, we have presented the final report of constitutional complaint 219 against President Pedro Castillo to the Subcommittee on Constitutional Accusations,” Soto Palacios reported in a tweet.

The aforementioned complaint is based on statements made by Castillo Terrones to CNN in Spanish about a eventual outlet to the sea for Bolivia.
“We will consult the people. For that, the people need to manifest themselves. (…) What would happen if the Peruvians agree? I owe myself to the people, I would never do something that the people do not want,” the president told journalist Fernando del Rincón.
The final report prepared by Wilson Soto must be submitted to a vote in the Subcommittee on Constitutional Accusations. This document can recommend the formulation of an accusation against the head of state before the plenary session or the filing of the complaint.

The report warns of an apparent willingness of the president to grant an outlet to the sea to Bolivia through national territory: “That, specifically, President Castillo referred to the aspiration to access an exit from the sea in favor of Bolivians as a right and stated that he would consult the people about it. That, in May 2018, José Pedro Castillo as a political leader, claimed in an event held in La Paz, an exit to the sea for Bolivia”,
The document also reports on alleged efforts from Bolivia to obtain support from neighboring countries to achieve access to the sea: “That, in the journalistic program “Panorama”, it has been made public that, according to an intelligence report, during the assistance to that event, sums of money were delivered to the attending organizations from seven countries, in order to establish links between them and that former President Evo Morales was at the event.
Likewise, the head of state is charged with the alleged crime of treason against the fatherland: “From the facts described, it is noted indications of the commission of the crime of treason against the fatherland, attributable to the accused José Pedro Castillo Terronesin his capacity as President of the Republic, for presumed reckless attitude in the exercise of the position, with his statements that would compromise foreign relations and foreign policy of Peru, putting at risk the territorial integrity of the Nation.”

Citizens Lourdes Flores Nano, Francisco Tudela, Hugo Guerra and Ángel Delgado Silva appeared before the Subcommittee on Constitutional Accusations to support the complaint for treason against President Pedro Castillo.
