The National Federation of Workers in Education of Peru (Fenateperú) has made another lunge. With the publication of Supreme decret to modify the statutes of the Magisterial Spill (DM), they get closer to one of their main objectives: to control the DM in order to liquidate it.
“The Conare (faction of the teaching profession whose leaders are linked to Movadef), today Fenateperu, he has always had the idea of liquidating the Spill. Y now they can achieve it because they have as a representative the President of the Republic himself and congressmen like Edgar Tello”affirms the president of the DM, Louis Spinoza.
“The DM is a prestigious entity, an economically high company. We have a heritage of three billion soles. What these people seek is to enter the DM to appropriate the funds and with that support their political party, Fenateperú. That is why the Spill has always been his trophy to achieve”, explains Espinoza.

The separation of ten congressmen from the Free Peru caucus, regrouped in the teachers’ caucus, was not the beginning. From the bench of the pencil, these parliamentarians were already working on bills in order to modify the statutes of the DM so that, among other things, affiliated teachers can withdraw their funds.
In total, there were seven Free Peru made during this legislature. To approve them, they will seek to chair the Education Commission during the next congressional period.
The projects
Congressman Edgard Tello presented the “law that modifies the statute of the Magisterial Spill and enables the optional and extraordinary withdrawal of funds from the Magisterial Spill against the economic effects of COVID-19″. Tello is a former leader of Conare in Lima and in 2020 he declared to the press that, through his position, he would seek to strengthen his political project: Fenateperú. Objective achieved as soon as Pedro Castillo held the presidency.
The “law that modifies the statute of the Teachers’ Spill to democratize its governing bodies, control and free affiliation” was presented by Congressman Paul Gutiérrez, who, along with Germán Tacuri, another legislator from the teachers’ caucus, appears in the reports that Dircote sent to Congress in 2017, for participating in a roadblock promoted by the Conare.

“In this legislature that is ending, seven bills have been presented parliamentarians linked to the magisterial bloc, which still do not have the green light because they are inappropriate. And the same Minedu has emphasized that it is not its responsibility to comment on these issues. You do not agree to the release of funds, does not agree with changing the structure of Spill.
What happened to the Minister of Education? Who pressured him so that now, between roosters and midnight, they take out this supreme decree? Or is it that by keeping his position today he gives in for this decree to come into effect despite the fact that the same ministry that he presides over, months ago, issued a statement against it?

The expansion in the directory of the Teacher Spill is another point that runs over the entity. “From six directors, they are going to expand to thirteen on the board and seven on the Supervisory Council. We are talking about twenty people in charge of running the DM. This implies an exorbitant expense.
One of the bills promoted by the teachers’ caucus is that each director should earn a UIT per session. If you add one ITU per week, for each member of the board, we are talking about Spill going to allocate, on average, half a million soles per month”, Spinoza points out.
“Clearly, the intention is to bankrupt Spill. There are expert opinions that say that this is a direct path to the destruction of the DM, the destruction of the provisional system of the teachers”, Add.

Former Minister of Education Juan Cadillo indicated that Rosendo Serna’s Minedu has a certain political bias because he was a member of Fenateperú from 2017 to 2020. “It generates suspicions, since it is the Spill that should call elections and not the Ministry of Education, as the supreme decree says.
