Parliament of Ecuador analyzes project of progressive use of force

Quito, Jan 28 (Prensa Latina) The National Assembly (Parliament) of Ecuador will receive state officials today regarding the evaluation of the legal project on the progressive use of force.

The appearance of the Minister of Defense, Luis Hernández, the general director of the National Customs Service of Ecuador, Carola Ríos, and the general director of the Strategic Intelligence Center, Fausto Cobo, is scheduled for this day.

The Sovereignty, Integration and Integral Security Commission will be in charge of receiving the testimonies, in a session that will be held in virtual mode.

Previously, the Minister of Government (Interior), Alexandra Vela, the Commander General of the Police, Fernando Cabrera, and the experts in Criminal Law Pablo Encalada and Estefany Cevallos offered their criteria on the legal proposal.

The draft Organic Law on the Progressive, Appropriate and Proportional Use of Force was presented to the legislature on January 25.

The legal body has 24 pages with 46 articles, divided into eight titles, the first of which is preliminary, two general provisions and the same number of transitory provisions.

Strengthening the work of the public force is the main objective of the executive’s proposal.

The regulations include cooperation between the National Police and the Armed Forces, in the field of citizen security and legal defense mechanisms to protect law enforcement officers when they carry out an intervention in order to guarantee the safety of the population.

In addition, it suggests a set of reforms to the Comprehensive Organic Criminal Code, with the goal of solving gaps and contradictions that prevent law enforcement from carrying out their respective work.
