Parallel leader of Human Rights intends to take over the El Alto region and calls on Congress

Edgar Salazar Limachi, parallel leader of the Permanent Assembly of Human Rights of Bolivia (APDHB) and close to the Government, tries to take the regional assembly of El Alto, with a call to Congress. Paradoxically, one of the conditions to enter this event is not having fostered parallelism in the institution.

“EI VI Ordinary Congress of the Regional El Alto APDHEA, will take place on February 10, 2023, in the city of El Alto, starting at Hrs. 9:00 am”, says the document published by Salazar. The appointment does not indicate the place where the congress will be held. He announces that the congressmen will be informed in a timely manner.

Since 2020, Salazar insists on taking the presidency of the APDHB with various strategies. ANDn December 2021, he achieved his goal with the help of the Governmentwho ignored Amparo Carvajal as president and took away the buildings that the institution has.

Now, Salazar is advancing in the taking of other regional offices of the entity. PFor that reason, he convened this congress who intends to appoint a president in El Alto.

“Those who have resigned or abandoned their position as director or failed to comply with the congress mandate may not participate as titular, attached, fraternal or other delegates. those who have directly or indirectly damaged the institution, who you have provoked and/or encouraged the parallelismor those who are sanctioned by the disciplinary instance” indicates the fifth point of its call.

The leadership of the APDHB is important due to the credibility gained with its work and the value of the reports on violation of human rights in a State. The reports of international organizations on fundamental rights take into account the reports of Human Rights or the Ombudsman’s Office.
