In the 11 states of the country where the labor reform does not yet operate, there is a vacuum in the administration of justice
which encourages companies to continue with protection contracts from the Confederation of Workers of Mexico, independent unions asserted.
This is the case of Panasonic Automotive Systems, in Reynosa, Tamaulipas, which signed a collective contract (CCT) with a cetemist union, deposited in the Local Conciliation Board, despite the voting process established by the new labor law to provide the certificate of representativeness.

Snitis summoned Panasonic to strike to negotiate the signing of a new CCT, but the company insists on to impose
protection contract, said Susana Prieto Terrazas, the organization’s labor advisor.
