The dictatorship of Daniel Ortega continues to press for the appointment of the new secretary general of the Central American Integration System (SICA), which according to the dynamics of that organization would correspond to Nicaragua’s presidency, but the regime has not presented any candidate that convinces the entity.
Guillermo Daniel Ortega Reyes, president of the Central American Parliament (Parlacen), asked the Central American Court of Justice (CCJ), also headed by Nicaraguan Carlos Guerra Gallardo, for their support so that they hand over Nicaragua the chair of the organism.
This May 19, the Parlacen held a meeting with the CCJ with the purpose of requesting the support of the organization and thus achieve the SICA Secretariat for Nicaragua. “This afternoon brings us here because we are interested as a parliament in drawing up a resolution, that we can see the execution of the sentence of the Central American Court of Justice, of the void that it has, that they have not given Nicaragua the SICA», said Guillermo Daniel Ortega.

The General Secretariat is the highest administrative position of SICA and has its legal representation. The Nicaraguan government is the candidate to occupy this position for the 2021-2025 period, according to the declaration of June 29, 2017 that was signed during the XLIX ordinary meeting of heads of state and government of the member countries of the SICA held in San José, Costa Rica, which establishes that geographically each member state will rotate every 4 years in the Secretariat of the organization.
Analysts point out that the lack of consensus on the proposals presented by the Ortega administration is due to the fact that the members of SICA are not willing to have a person “unconditional” to the Nicaraguan regime occupy that position.
Since July 2021, the body has not had a representative, a position that corresponds to Nicaragua, but Ortega has not managed to impose his candidates on the other countries in the region.
Therefore, the president of Parlacen assured that “we are going to see legally why the SICA chair has not been handed over to Nicaragua. Through the Parlacen we are going to make our efforts before the summit of presidents, claim, because that is a right of this nation, of a permanent State, a State of Central American Integration, a State that signs all the agreements ».
“Nicaragua has had its position since the end of last year. There is still time for it to reconsider and give Nicaragua what belongs to it. The initiative will be presented to the plenary, in order to be able, through the different benches, to carry out this exercise. The SICA is empty there in El Salvador and it cannot be », he added.
The Nicaraguan regime presented as its candidate the former Minister of Economy, Orlando Solorzano, to be the new general secretary of SICA. Solórzano, was removed from the ownership of the Ministry of Development, Industry and Commerce (Mific), on March 1, according to a publication by Daniel Ortega in the official newspaper La Gaceta.
Ortega’s new “file” is already known by the Integration System; In 2011 he received a decoration from SICA and in July 2021, he led the Nicaraguan delegation at the summit of leaders that Spanish President Pedro Sánchez met in Costa Rica, for what would be the best card for Ortega.
In June 2021, Ortega presented his candidates for the position, headed by the Minister of the Interior María Amelia Coronel; former guerrilla Orlando Tardencilla and Luz Marina López, official of the Autonomous Regional Government of the North Caribbean Coast, all faithful to his dictatorship, however, on this occasion he proposes Solórzano who is the one with the most knowledge to occupy the position, and who until now has been outlined as an economic technocrat, rather than as a political juggler.
