This Friday, August 5, Olmos gave a press conference, four days before the government’s Accountability Bill passes for consideration by the plenary session of the House of Representatives.

In this sense, the Frente Amplio legislator said there are permanent expenses that are being financed with the Covid-19 Fund, and that the form of financing does not appear in the Rendering of Accounts.

“We are talking about anklets, medicines, health personnel,” he explained.

He explained that “the Executive has used the Covid-19 Fund, which is an extraordinary Fund to pay for something that obviously has nothing to do with Covid, such as anklets.”

“There is a volume that explains what the Fund’s income was and what its expenses were. This already appeared last year. There are anklets as a great expense, which was financed in this way, ”explained the legislator from the Front.

He added that there is another example. “The National Emergency System is also fully financed through the Covid-19 Fund. SINAE had a role in relation to providing information to the population about the evolution of the pandemic; but it also intervened in events of another nature: fires, floods, droughts, among others; however, everything is allocated to the Covid Fund.”

“This is a mechanism used by the government to not make transparent the expenditure that it really has, and to try to show better fiscal results than what they are actually having,” criticized the MP from the Front.

Olmos assured that the FA has a significant degree of “uncertainty” about Accountability, because the government coalition is negotiating internally.

“An 11% increase for police officers is announced, but it is not written anywhere. There is a game that is assigned to the Ministry of Defense, which we do not know how it is distributed, ”he exemplified.

Regarding the items for education, he said that they are insufficient and that the Development Fund (FONDES) could be appealed to.

In this sense, he explained that the FONDES has an item for “unforeseen” that historically has not been executed.

This item was 12 billion pesos in 2020, and in 2021 it amounted to 23 billion pesos. “It’s a lot of money and there is an item there for education or other destinations such as research,” said the Frente Amplio legislator.

The FA bench meets this Saturday to analyze possible additives and substitutes to the original wording of the Accountability project.
