Official integration of the Bicameral Budget Commission

The Chamber of Deputies and the Chamber of Senators officially confirmed the payroll of their respective representatives before the Bicameral Budget Commission (CBP), which will be in charge of studying the draft General Budget of the Nation 2023, in accordance with the provisions in article 216 of the National Constitution and article 108 of the Internal Regulations.

Weeks ago, the plenary session of Deputies had authorized that the Board of Directors, in coordination with the different caucus leaders, integrate the list of representatives, proportionally, which was made up as follows: 8 deputies from the ANR; 6 of the PLRA; and 1 from PEN.

Let us remember that this year, the presidency of the Bicameral Budget Commission corresponds to a member of the Chamber of Deputies, a responsibility that would fall to Deputy Arnaldo Samaniego, in his capacity as president of the Budget Commission.

The main representatives, for the Chamber of Deputies, are the legislators: Arnaldo Samaniego (ANR-Capital); Emilio Pavón (PLRA-Concepción); María Cristina Villalba (ANR-Canindeyú); Celeste Amarilla (PLRA-Capital); Jasmine Narvaez (ANR-Central); Hugo Capurro (PLRA-Misiones); Fernando Ortellado (ANR-Guaira); Carlos Silva (PLRA-Ñeembucú); Hugo Ibarra (ANR-Caaguazú); Edgar Acosta (PLRA-Central); Guadalupe Aveiro (ANR-Capital); Ariel Villagra (PLRA-San Pedro); Juan Carlos Galaverna (ANR-Central); Norma Camacho (PEN-Central); and Esteban Samaniego (ANR-Paraguarí).

Of the General Budget of the Nation

The aforementioned article 216 of the National Constitution establishes that a bicameral commission will be formed which, once the project has been received, will study it and present an opinion to their respective chambers within a period not exceeding 60 calendar days.

It also indicates that once the opinions have been received, the Chamber of Deputies will focus on studying the project in plenary sessions, and it must be dispatched within a period not exceeding fifteen calendar days.

The Chamber of Senators, for its part, will have the same term to study the project, with the modifications introduced by the Chamber of Deputies, and if it approves them, it will be sanctioned.

Otherwise, the project will return with the objections to the other Chamber, which will be issued within a period of ten calendar days, exclusively, on the discrepant points of the Senate, proceeding in the manner provided in Article 208, paragraph 1, 2 and 3, always within ten calendar days.

Finally, it stipulates that all the established deadlines are peremptory, and the lack of dispatch of any of the projects will be understood as approval. The Chambers may totally reject the project presented for study by the Executive Power, only by an absolute majority of two thirds in each of them.
