The purpose of the Comprehensive Care Law for People with Autism Spectrum Disorders, approved in the second discussion by the National Assembly in 2020, is to promote a comprehensive, early and timely diagnosis, as well as to promote awareness and training in institutions and in the population to achieve changes that guarantee the safety of people with disabilities
The 2020 National Assembly (AN), approved this Tuesday, March 28, unanimously and in ordinary session, the second discussion of the Bill of Comprehensive Care Law for People with Autism Spectrum Disorder (TORCH). In this way, it was sanctioned and will be sent to the National Executive for its promulgation and subsequent publication in the Gazette, as established in article 213 of the National Constitution.
The president of the AN 2020, Jorge Rodriguez, pointed out that the approval of this law was carried out on the occasion of World Autism Awareness Day, decreed by the General Assembly of the United Nations and which is celebrated this Sunday, April 2. The objective is to contribute to the improvement of the quality of life of the population that has this condition.
“We thank the deputies, the commission that worked, that consulted, that went institution by institution to speak with people who often had no interlocutor, who often did not have a recipient of their anguish, their approaches, their needs, of their realities”, Rodríguez specified.
He added that this statute should be the backbone that allows them to develop even more “and count on this National Assembly to make it a reality, life, prosperity and well-being for all those Venezuelans who are carriers of an autism spectrum disorder.” .

For her part, Deputy Dayana Lapenta, thanked the members of the Chamber for the opportunity to be part of the working groups to carry out this law. “As a team we have achieved it, they have worked extremely well and little by little we are going to be successful in all the issues that we set out to do. People with the autism spectrum have many positive things to offer,” she said.
Deputy Dayana Lapenta (AD/Nacional), who suffers from Asperger Syndrome, thanked the plenary for the legislative work carried out through this new norm that seeks the integration of people with this type of disability.
Rodríguez mentioned that the educational structure must be flexible so that it adapts to the particular characteristics of people with ASD and the work environment, it must adapt and make its relationship with these workers more flexible. “All the critical aspects that this society suffers must be reflected in the text and respected by public and private institutions, this in order to guarantee the human rights of all Venezuelans,” he said.
The creation of the legal text had the participation of the Venezuelan Autism Organization, the Asperger Foundation of Venezuela, the Venezuelan Society for Autistic Children and Adults, the Más Iguales Foundation, the Mi Ángel Simón Foundation, the Aspie Foundation, Fathers, Mothers and Blue Grandparents.
