Justice Minister Néstor Osuna proposed modernizing the law for victims and land restitution. In the middle of his intervention in the Inter-institutional Meeting of the National System of Comprehensive Care and Reparation for Victims (SNARIV), the official assured that “for many of the 10 million victimsLaw 1448 has represented being on a waiting list”.
“That expectation is not enough. It is true that there are reparations and indemnities, but that norm has already completed its cycle and we are going to make a new one to replace it 10 million victimsIf that’s not all of us, I don’t know what will be. We have become a country of victims,” she added.
Minister Osuna also highlighted that “the law was valid for 10 years and it was designed for a universe of victims infinitely inferior to what it has turned out to be”, while adding that “the reform of Law 1448 of 2011 has to start from the participation of the victims, that they tell us how it should be”.

He stated that “if we want to stop this census of victims that continues to grow, if we want to be able to say that this terrible chapter of our history was overcome and that the victims were repaired, we need to build ‘Total Peace’”.
