The Minister of Foreign Trade and Tourism, Roberto Sánchez, stated this Saturday that the dialogue within the framework of the social conflict surrounding the mining project The Bambas. He denied that the Government has chosen to “kick the board” and an example of this is the formalization of the proposal to lift a state of emergency if the communities of Apurímac put down forceful measures.

From the commercial emporium of Gamarra (La Victoria), the official specified that this conflict has existed for years and the current management led by the president peter castle seeks to specify the dialogue with the parties to find a solution.
“In any case, what I am going for is that nobody here has kicked the board, the proposal has been clear and the premier has made it official at the request of the community members yesterday in a document that is already in the public domain. The government lifts the state of emergency simultaneously with the communities’ commitment to social peace with the reestablishment of all economic activity in the entire district, immediately establishing a dialogue table, which solve pending and commitments not 10 months from now but 15 daysin uninterrupted session”, he declared.
“That has been the verbatim literal expression of the premier, that has been formalized in a document yesterday and we are aware that meetings of the six communities are being held at this time.” Sanchez added. The head of the Mincetur maintained that the Government is self-critical for handling this conflict at the beginning and that to date it only seeks to finalize agreements for the benefit of the communities and the mining company.
“The extreme measures are extreme and it should not get there, after 33 days, the government criticizes itself because we have also not been able to face this concern. Dialogues of almost 3 months, encounters and disagreements […] if today forgiveness, if today that is not possible, let us sit down at the table, let the whole country look, let the whole international community look, and let us solve and show that we are capable of imposing the law and respect for our people”, he referred.
“That is the intention of the government, that was officially expressed by our premier yesterday also with a document, we are waiting for that reflection, that dialogue […] The dialogue continues, the will is there present and respectful with self-criticism to provide a solution to this that the communities of Chalhuahuacho, Apurímac, the province of Cotabambas, Peru need”, he finished.
This Saturday, Minister Sánchez published on his Twitter the Executive’s proposal to lift the state of emergency in Chalhuahuacho and Coyllurqui if the communities lift their forceful measures, ensure social peace and the dialogue table.
The document reiterates the Government’s proposal to address the demands of the population in relation to the breaches of agreements attributed to the Las Bambas mining company (MMG).
In this line, it is proposed to lift the state of emergency simultaneously with the commitment of the communities to reestablish social peace and productive actions, as well as to immediately install a Dialogue table and solutions within 15 days between the company, communities, guarantors and the Government.
Last Thursday, within the framework of the dialogue between the communities with the Executive in the district of Chalhuahuachocommunity of Pumamarca, Torres Vásquez expressed the Government’s proposal in relation to the measure decreed on April 26.
Through Supreme Decree 042-2022-PCMthe Executive Power declared the state of emergency, for 30 daysin the districts of Challhuahuacho and Coyllurqui, province of Cotabambas, department of Apurimac.
