In a letter addressed to the Minister of Foreign Affairs, Francisco Bustillo, the United Nations rapporteurs stated that the initiative of the Cabildo Abierto to grant house arrest to persons over 65 years of age, which would benefit military confined in the Domingo Arena prison, “would allow to grant automatically and without evaluation of the context in which each prisoner finds himself, the benefit of home detention to people convicted of crimes against humanity and other serious crimes committed during the dictatorship, which is contrary to international law ”.

However, Mercedes Vigil expressed through Twitter that the UN rapporteurs sent a note to the government “without reading the indictments of the prisoners.”

“They blatantly lie claiming that the detainees in Domingo Arena are being processed for crimes against humanity, when there are none under that classification,” he said.

Shameful interference

In the same vein, the Montevideo Forum, made up of the writers Mercedes Vigil and Eduardo Abenia, sent a letter to the Vice President of the Republic, Beatriz Argimón, through which it expresses its repudiation of the “interference” of the rapporteurs.

“This shameful interference, which affects the national dignity in general and our Parliament in particular, cannot be allowed, trying to exert totally undue and unjustified pressure on it,” says the Montevideo Forum.

Likewise, the Photo states that the representatives of the United Nations “are unaware of national jurisprudence and the crimes for which the persons contemplated in the bill are being prosecuted.”

“The rapporteurs are misinformed, since they say that the prisoners in Domingo Arena were prosecuted for crimes against humanity, when none of them is under that classification. In this sense, the statement exposes a worrying reality, it is evident that these rapporteurs do not know the indictments of the prisoners. If they read them, they should be the ones who ask for their release, since their rights are being permanently violated, as they are imprisoned, on the conviction of partial judges and prosecutors, the majority without evidence and without conviction, and as we said, none for crimes of It is against humanity in open violation of our Constitution and legislation, the norms of international law, as well as the double pronouncement of the sovereign ”, they indicate.

They denounce that the UN rapporteurs are “obvious acolytes and cultures of a hemiplegic ‘story’ of the internal war”.

They also question that they handle a series of considerations, in which it can be read between the lines that “the prisoners of Domingo Arena would be a sort of privileged person. It is indicated that using the argument of the pandemic is not valid for them, they would be second-class humans, without the right to life and health, which could lead to an indirect death sentence, expressly prohibited by article 26 of our Constitution. “

“It is time that the process of calling to legal responsibility those who with their actions promote the violation of the human rights of those prisoners, who are unduly doing so, should be immediately released. Prosecutors and judges who have decreed his illegal imprisonment, should answer for it, to the extent that they have acted with notorious partiality, like these rapporteurs, constituting their actions an act of revenge rather than justice ”, indicates the Montevideo Forum in the letter addressed to Argimon.
