Maduro offers Venezuela as the venue for dialogue between the Government of Colombia and the ELN

Nicolás Maduro, through a letter, stated that thanks to the reestablishment of relations with Colombia, it will be possible to work on peace with the ELN. In addition, he indicated that Venezuela is “at the order” for any action that facilitates the dialogue process.


President Nicolás Maduro, as was reported in recent days, accepted a request from the president of Colombia, Gustavo Petro, to be guarantor of the peace process with the National Liberation Army (ELN). But what he did not say in his speech, he expressed in a letter days later in which he proposes Venezuela as the setting for these talks.

In that speech, which was recorded on September 13, 2022 From Carabobo state, Maduro said: “once again, as Commander Chávez did to guarantee the peace accords (…) We say to Colombia that Venezuela accepts the character of guarantors of the negotiations with the ELN, to ensure peace from Colombia”.

However, in the letter sent on September 15 from the office of the Presidency and signed by Maduro himself, the willingness of his administration to ensure the proper development of the peace talks with the insurgent group is ratified.

There, he took the opportunity once again to state that with the arrival of Petro to power in Colombia and the resumption of relations between the two countries, he will help achieve the goal of total peace in the neighboring nation and in the region. In that sense, he pointed out that they are at your disposal to help in whatever is necessary for the advancement of the process.

“I hope that, as soon as possible, we will be able to set a date for the meeting between your government and the National Liberation Army with Venezuela as the venue,” says the text.

In the final part of the letter, Maduro quotes a few words from Simón Bolívar and assures that Colombia “has to definitively arrive at the happy port of peace.” “Count on all our solidarity and all our commitment to make it so,” the text ends.

In 2019, already during the government of former President Iván Duque, the talks with the ELN moved to Havana, Cuba, and were officially broken off after the attack perpetrated by this guerrilla at the General Santander Cadet School on January 17 of that year. This attack claimed the lives of 23 people and left almost a hundred wounded.
