When he served as head of the Cabinet of Advisors of the Ministry of Housing and Construction, during the management of his close friend and then head of the office Geiner Alvarado López, the lawyer Salatiel Marrufo Alcántara managed to get President Pedro Castillo to finance through Emergency Decree 102- 2021 four public works projects in Cumba, a district in the province of Utcubamba, Amazonas region.
Cumba is the beloved town of Marrufo that saw him born on July 20, 1979.
There are four drinking water and sanitation projects for 5 million 338 thousand 826 soles, which were awarded with surprising speed on November 19, 23 and 29, 2021.
According to an investigation by the Sunday ‘Fourth Power’, on Friday, August 30, 2021, Salatiel Marrufo, together with Deputy Minister Elizabeth Añaños Vega, and the head of the Budget of the Ministry of Housing, Jacqueline Castañeda del Castillo, by order of the president Castillo, went to a meeting with a “shadow cabinet of advisers” that was waiting for them in the second block of Palo Blanco Street, in Surquillo.
The agenda was to discuss the approval of the districts that would be selected to receive financing for public works through Emergency Decree 102-2021.
For Añaños and Castañeda it was quite a surprise, but not for Salatiel Marrufo.
There was the businessman Jenín Cabrera Fernández, Salatiel Marrufo’s partner at the Pedro Ruíz Gallo National University, in Chiclayo, who in turn is also a classmate of the Minister of Housing, Geiner Alvarado. The mayor of Anguía, Nenil Medina Guerrero, for whom Marrufo worked as legal advisor, was also present.
And the group was completed by businessman Segundo Sánchez Sánchez, owner of the famous house in Sarratea where the head of state held clandestine meetings.
Two effective collaborators of the Prosecutors against the Corruption of Power have pointed out that Salatiel Marrufo, Nenil Medina, Jenín Cabrera and Alejandro Sánchez were known in the Government Palace as ‘Los Chiclayanos’.
Not because they were born in the northern city, but because most of them met at the Pedro Ruiz Gallo National University and were part of the Broad Democratic Student Front (FAED), led by Salatiel Marrufo (who has a law firm in Chiclayo).
And they all have a friend in common: President Pedro Castillo.

In the meeting held by Marrufo, Medina, Sánchez and Cabrera, the financing of a public works package was discussed, which was later approved by Emergency Decree 102-2021, published on October 29, 2021. The four projects that Salatiel Marrufo recommended for 5 million 338 thousand 826 million soles.
The five projects proposed by the mayor of Anguía, Nenil Medina, for 9 million 234 thousand 081 soles were also approved. As La República reported, one of these projects was awarded to a front company owned by Hugo Espino Lucana, a friend and employer of the president’s sister-in-law, Yenifer Paredes Navarro.
Sources related to the investigation of the Prosecutors against the Corruption of Power suspect that ‘Los Chiclayanos’ could have influenced not only the inclusion of projects of their interest in the package approved by Emergency Decree 102-2021. They could also have interfered in the adjudication of the execution of public works.
This is what happened with Mayor Nenil Medina, who awarded two public works to his acquaintances: a drinking water and sanitation project for 3 million soles that went to Hugo Espino Lucana’s construction company, and the construction of a communal road for 19.5 million (which had other presidential financing), which was delivered without a tender to Grupo Constructor Parasol, owned by Rocío Pintado Cruz.

As has been reported, when the Special Team coordinated by PNP Colonel Harvey Colchado Huamaní captured the mayor of Anguía, Nenil Medina, he was traveling in a vehicle driven by his friend, businessman Daniel Príncipe Collazos. This person is a friend and neighbor of the owner of Grupo Parasol, Rocío Pintado, to whom Mayor Medina granted the 19.5 million soles project.
This distribution of public works to friends seems to be repeated in the case of the District Municipality of Cumba, the town of Salatiel Marrufo.
A project of 2 million 776 thousand 699 soles was delivered to the consortium made up of the companies Consultores y Constructores Ribab and Konfab. However, Konfab never contracted with the State. It is the same figure as in the case of the mayor of Anguía, Nenil Medina, who granted a work of 3 million soles to the front company of his friend Hugo Espino, Destcon Ingenieros & Arquitectos, who had no experience in works public.
Two more contracts, one for 1,277,931 soles, and another for 555,219 soles, the municipality of Cumba awarded to the companies Marrufo Engineering and Construction and Rois Civil Works, both represented by Henry Marrufo Delgado. Coincidentally, the contractor has the same surname as Salatiel Marrufo Alcántara, one of the members of ‘Los Chiclayanos’, who advocated for the projects in the district of Cumba, his town.
It deserves special mention that the district mayor of Cumba, Elvis Ramos Guevara, visited his countryman, the head of Advisors of the Ministry of Housing, Salatiel Marrufo, on three occasions: on February 17, May 5 and June 14, this year. This information confirms the friendly relationship between the two officials.
The investigation is not over yet. What projects promoted Segundo Sánchez and Jenín Cabrera? They were also at the meeting of ‘Los Chiclayanos’.
What was found in Nenil?
During the detention of the mayor of Anguía, Nenil Medina Guerrero, the police seized two cell phones that contain valuable information about the hiring under suspicion.
Knowing that he was under surveillance, Medina denounced the alleged theft of his phones, believing that in this way the information contained in both devices would be lost.
Sources related to the case reported that relevant material on the case under investigation has been found on cell phones, such as emails, WhatsApp chats, photographs, audios and photographs, which have made it possible to identify the characters closest to the mayor of the municipality of Anguia.
