But it turns out that, in addition to the fact that several points have made consensus on this important rule impossible, there are currently four versions of the piece in Congress, which represents another difficulty for its discussion. Another important project, the electoral reform, was discussed in several instances simultaneously, which caused a delay in its approval, and when it was achieved, what came out was a watered-down law. Now the issue is being discussed again, in parallel, by the deputies and senators. In this case, that dichotomy could be avoided by appointing a bilateral commission.
