The mayor of Sucre, Enrique Leaño, appointed former magistrate Orlando Ceballos as secretary general of the municipality, who in March 2019 was denounced for domestic violence. The first municipal authority highlighted the “strong” political position of Ceballos.

When Leaño was consulted about the reasons for the change, the new authority responded: “We want technical and political work, there is a very strong political position from Orlando Ceballos, we also have that position, but the recommendation is to conciliate and coordinate among all ”, According to Correo del Sur.

Ceballos was elected as a magistrate of the Plurinational Constitutional Court (TPC) in the 2017 judicial elections; However, he resigned 53 days after being reported for family violence against his wife in 2019.

Although the couple later pointed out to the media that the problem was “strictly personal,” it was in the records of the complaint that he hit his partner on the face, arm and waist.

After a wave of criticism and requests for the resignation of government officials, opponents and activists, on May 2 of that year Ceballos resigned as magistrate of the TCP.

At that time, even the former MAS deputy Susana Rivero filed a liability lawsuit against him.

On May 16, 2019, the justice issued his home detention with work permit for Ceballos, although the First Criminal Chamber of Justice of Chuquisaca decided to revoke the measure a few days later, on May 24.
