The President of the Republic spoke of four legal changes to combat the wave of violence and insecurity that the country is experiencing.
The third week of January 2022 has been one of the most violent. Only in Guayaquil were counted 19 murders.
And it was precisely from that city that the president William Lasso spoke of the legal resources that he will promote to combat what he described as “retaliation of organized crime” against the State, which has had “the highest drug seizures in the last 20 years.”

lasso announced the sending of a bill to the National Assembly on the progressive use of force.
“Reforms in the laws are needed to support the actions of the public force,” said the president this January 23, 2022.
He also explained that a reform to several legal bodies» to strengthen the citizen security.
This would consist of four lines of action:
- Authorize the progressive use of force
- Reform the Public and State Security Law
- Ensure that the police and military have legal sponsorship when they are subjected to investigations or trials.
- Promote reforms of the Comprehensive Organic Criminal Code (COIP) to have “more diligent investigations in cases where the suspect is a police or military officer in the performance of his duties.”
As part of the penultimate point, Lasso reiterated his support for Corporal Santiago Olmedo, sentenced to three years and four months in prison for the crime of overreach.

a new crime
Lasso said that within the reforms to the COIP would include the crime of terrorism, and that it will not be necessary for a judge to notify the suspect when the Prosecutor’s Office requests his arrest for investigative purposes. That, Lasso said, will reduce the risk of a leak.
Guayaquil ‘armored’
In agreement with Mayor Cynthia Viteri, Lasso also ordered the transfer of the Deputy Minister of Government, max fields, to Guayaquil.
With it, 1,100 police officers will arrive to act in the main port, to which is added the delivery of $9 million from the General Budget of the Condition for supplying the National Police.
In addition, from 5:00 p.m. on January 23, 2022 there will be a military presence in the streets of Guayaquil.
These measures were disputed along with the impeachment of Tannya Varela, who served as General Commander of the Police.
