Illegal and informal mining gains strength in the La Libertad region and each time the characters who are immersed in this activity need a greater field of action to continue operating. According to police authorities, these miners move outside the law, and in their wake they leave a trail of violence and destruction of areas that, on paper, should be protected by the State.

To ensure the intervention of the Executive at a specific point and prevent irreparable damage to an intangible area of our department, the Regional Council of La Libertad agreed, on November 15, to approve Regional Agreement No. 000191-2024.

In fact, the regional councilors approved requesting the Regional Management of Energy, Mines and Hydrocarbons of the Regional Government of La Libertad, the Provincial Prosecutor’s Office Specialized in Environmental Matters, the Ecological Police and the Ombudsman’s Office for urgent intervention in El
Huaylillas, with special incidence in the areas of Huaylas, Cerro Negro, Florida and La Escalerilla, in the districts of Huamachuco, Curgos and Sarín, in the province of Sánchez Carrión.
This is because informal, artisanal and illegal mining seeks to intensify operations in this cultural tourist reserve of great importance for the La Libertad Region.
At this point it is important to indicate that, by Regional Ordinance No. 027-2018, Huaylillas and surrounding areas were declared priority sites for the conservation of biological diversity and cultural heritage. Likewise, Huaylillas is recognized as a priority site for the conservation of biological diversity and cultural heritage in the La Libertad region.
This is because said territory includes natural, cultural and landscape values, which are key to the conservation of species and ecosystems for the continuity of essential processes for the life and well-being of people.

Mail contacted Ever Cadenillas Coronelpresident of the La Libertad Regional Council, who indicated that political and police authorities must impose respect throughout that sector. “In Huaylillas are the largest water reserves in Huamachuco. There are lagoons and that water is consumed by the population, animals are raised and agriculture is carried out. “It is an intangible area and you cannot extract minerals or carry out any type of industrial activity, that would be a crime,” he warned.

Meeting
It should be noted that on November 20, the Huaylillas Protection Committee held a meeting with the regional manager of the Environment, Frank Sánchez. The leaders asked that the ordinance that prohibits mining activities in the headwaters of the Huaylillas hill be respected.
They regretted that to date no representatives of the Prosecutor’s Office have arrived in the area, despite the fact that mining activity has already been confirmed.
