The spokesman for the Modern Revolutionary Party (PRM) in the Chamber of Deputies, Julito Fulcar, warned this Friday that if a consensus is not achieved among the legislators of the different party factions with the bill on domain forfeiture trials, the ruling party would use its majority in the National Congress to approve it.
This was stated by the legislator, after explaining that his aspiration is that the initiative can be voted on in consensus and with the yeses of the 221 senators and deputies who are currently active in the bicameral body.
“That is our aspiration, that the project can be voted in consensus, hopefully and that it be unanimously, that on that day we settle the 189 active deputies and the 32 senators and that we all vote for the project. Now, if unanimity and consensus cannot be achieved, the important thing is, and what the regulations establish, is that the majority approve it, and we are going to approve it”, he maintained.
In that sense, he added that this irrevocable decision has been made, “which was first of the President of the Republic and leader of the PRM, Luis Abinader, to approve this initiative as soon as possible, and secondly, it is a ratification what the PRM and an appeal to our legislators, that we are going to take this appeal to the letter, so that within the framework of this legislature, which only has three weeks left, we can approve the domain extinction law.
The Perremeist spokesman warned that the party is going to assert its presence in the National Congress to guarantee the necessary majority, so that the Dominican Republic has the domain extinction law approved within the framework of this year.
Likewise, he said that all PRM legislators are instructed to vote in favor of the piece. He also added that the project has already been agreed upon, but that they are open to hearing the contributions of the sectors interested in the subject.
On the issue of tax avoidance, he indicated that the PRM has no objection or concern in this regard. “We are a transparent party, a transparent government and we are not afraid of anything,” he said.
Context
The Modern Revolutionary Party (PRM), the Dominican Liberation Party (PLD) and the People’s Force (FP) have led several discussions and debates due to differences regarding the domain forfeiture bill, basically in three aspects: retroactivity, tax avoidance and if the initiative is an organic law or not.
The ruling party has a majority of legislators in the Senate and in the Chamber of Deputies, however, this majority is not qualified (two thirds of those present in the session). This further deepens the debate in the opposition, who say that if they approve the initiative as an ordinary law (simple majority of the quorum present), they will go to the Constitutional Court.
