The Executive Branch released Presidential Decree No. 6,928/22, dated April 11, 2022, appointing attorney Juan Rafael Caballero González as the new legal director of the Itaipu Binational Executive Board, replacing Iris Magnolia Mendoza Balmaceda.
In accordance with the decree of the Executive Power, the appointment has an interim nature, Ad Referendum of the Agreement provided for in article 224, numeral 7 of the National Constitution, which provides that the Chamber of Senators has the exclusive power to give its approval for the appointment of the Paraguayan directors of the binational entities.
Caballero González had been serving as Attorney General of the Republic, a position to which he had been appointed by Decree No. 4,591, dated December 24, 2020.
The new legal director of Itaipu Binacional is a Lawyer, Notary and Public Notary from the Faculty of Law and Social Sciences of the National University of Asunción.
He has training in Project Preparation and Management, by the Inter-American Development Bank, and several trainings in Human Rights, carried out by the United Nations Organization in Geneva, Switzerland and at the University of Strasbourg, France.
In the public sector, he has extensive experience in the legal area.
He was Undersecretary of State for Justice, from 1990 to 1996, dependent on the then Ministry of Justice and Labor. He also held the position of Deputy Minister of the Interior, from 1996 to 1998.
