opening to the participation of the bases and the cadres, in the conditions of the pandemic, is the best formula to revitalize the internal life of the political parties, as well as to better position them before Mexican society in the common task, from the government and from the opposition, to build and give viability to the agenda of changes that the nation demands.

We have insisted in this same space for reflection that only internal democracy, expressed in free debate from the province to the center of the country, and not vice versa, will be able to strengthen the political party system, and from there the entire institutional scaffolding that supports to our civilized coexistence.

This is the spirit that animated and permeated the work of the XXIII National Assembly of the PRI, a bottom-up process that culminated on December 11, in a new format that combined face-to-face activities with remote participation, supported by new technologies of information, which allow thousands of militants to interact and debate.

With the motto New Times. New challengesIn four national thematic tables, the analysis was made and decisions were extracted on the country project, the political strategy, the internal life and the prospects of the party, that is, where it is going and how to make it more competitive in this new political stage . These issues were debated throughout the country, in meetings of all sectors and all territorial organizations.

The agreements emanating from these preparatory meetings were submitted to the plenary of the Assembly this weekend for consideration, with which the statutes, the declaration of principles and the action program were reformed.

It was a broad and horizontal process of debate that began on October 4, when the National Preparatory Commission was installed, made up of prominent cadres who supported the organization, monitoring, evaluation and validation of the work.

When the work was completed, on the issue of the country project and the declaration of principles, the PRI defined itself as a center-left party, on the side of social democracy, and totally alien to technocratic neoliberalism: The party that promotes the broadest social agreement to build a guide that leads to economic growth for the generation of jobs, the increase in family income, the generation of opportunities that are meant to break the large gaps of inequality, exclusion and marginalization.

Therefore, it assumes as imperative the reform of power, to adapt the political and government regime in the perspective of a Republic that is democratizing, that builds new balances between powers, that favors accountability, citizen participation, the generation of limits to the exercise of power for the benefit of civil liberties and human rights.

In political strategy, it is adopted as an essential value and form of struggle continue advancing in the internal democratization of the party to define candidates and leaderships with the militancy, in open and clear processes, without closing the doors to alliances.

A militancy that demands greater social equality, regional balance, security for individuals and families and, in the sector, to settle the enormous pending issue with agriculture: A legally and socially ordered field that produces enough healthy food for Mexicans, basic grains and proteins that improve the people’s diet, a profitable field that generates decent income for producers, in which poverty and inequality are no longer their foreign exchange.

Regarding internal life, the party assumes a special commitment to the political rights of women, a segment that has suffered ancestral discrimination in Mexico and in the world: The PRI maintains and prioritizes the inclusion and participation of women in candidacies and in the integration of its bodies, as well as with a clear and enormous responsibility, it will promote the fight against political violence based on gender..

Likewise, the commitment to the new generations: The participation of young people in the party is an absolute priority and there must be openness for their participation at all levels, agencies, sectors and organizations, accessing one in three candidacies, majority and proportional representation.

Finally, in the prospective, the party must return to its essence and political action; returning to the colonias, neighborhoods, communities, ejidos; that is, a territory match; in addition, a modern, competitive party that oversees the actions of the government, in the manner of a shadow cabinet, that demands transparency, and that I contribute to a stronger, more egalitarian and fair country.

Mexico is a culturally diverse country, and politically plural, therefore it requires the participation of all its ideological expressions in the design and operation of the national project, especially in these times of globalization, where international powers de facto they want to establish the rules of the game in developing countries.
