The Minister of Community Development of the province of Buenos Aires, Andrés Larroque, He called on Peronism to “pierce the media fence” and stated that the priority “is the people”during a debate on the Universal Basic Salary bill, which was held this Wednesday in the auditorium of the Buenos Aires Chamber of Deputies.

“We are in discount time and we need to pierce the media zero that allows us to generate an identification with the people,” he stressed in the framework of a talk he shared in La Plata with the leader of the Movement of Excluded Workers (MTE) Juan Grabois, one of the promoters of the universal basic salary project presented in the National Congress at the beginning of May.

The government official of Axel Kicillof remarked that “We must be clear about the project, assume and face that we are in debt” and referred to the need to strengthen “a project of power for the people” when presenting at the conference in which he was also accompanied by the head of the Federation of Social Economy Workers (FeTraEs) Eduardo Montes and the Buenos Aires deputies (both of the Frente de Todos) Lucía Klug and Mariana Larroque, who acted as moderator.

Larroque described the effects produced by “typical liberal policies” and assured that this program of destruction of “a system” began with the coup d’état of ’76 and was repeated “in the time of (Mauricio) Macri”, to later point out that “only in twelve years plus these two” (for the three mandates of Kirchnerism plus the current period of the FdT) an attempt was made to reverse the measures of deindustrialization, reduction of the State and reduction of rights.

On the challenges of the ruling party in this context, the Buenos Aires minister pointed out: “We are not going to solve the underlying problem, we are going to get it out of the emergency. Grabois, meanwhile, elaborated on the proposal to implement a Universal Basic Salary, which entered Parliament a month ago, and insisted on the need to create by law “a basic income insured by the state”.

“The project we are promoting is not a panacea. We are in a bad way because we have to reverse a very large process of degradation. They steal everything from us. The State has lost its ability to plan. Governing must be about building the future. If the well-off sectors advance, we are in trouble. Our generation has a challenge and that is to solve problems,” argued the lawyer and head of the Patria Grande political space.

The Universal Basic Salary project bears the signatures of the national deputies of the FdT Itai Hagman -who also presented it-, Natalia Zaracho, Leonardo Grosso, Federico Fagioli, Claudia Ormachea, Mara Brawer, Carlos Selva, Mónica Macha, Hugo Yasky, Pablo Carro , Juan Carlos Alderete, Carolina Yutrovic and Graciela Landriscini, among others.

The initiative proposes to arrive with a guaranteed monthly income to people who are unemployed, work in the informal economy, are registered in category A of the Simplified Regime for Small Taxpayers or are registered in the Social Inclusion and Work Promotion Regime , according to the articles of the project.

In his speech, Grabois stated that in the face of the social situation, “a long road must be traveled, with intermediate contributions” and that while “the underlying problems” are discussed, it must be recognized that three situations coexist in the Argentine economy: “The first -he continued-, is formal salaried work; the second, being self-employed or self-employed with high incomes; and third, the problem that the State must solve, which is to generate an organized popular economy, until it can rise to another category.

And in that sense, he reiterated: “You have to convince a lot of people. You need to have a basic income guaranteed by the State”.

For her part, Lucía Klug considered that “the State must interpret the needs of the people, interpret and understand that people believe in politics again. There are things that should move us and not be insensitive. We must seek to change people’s lives “.

The head of FeTraEs, Eduardo Montes, also spoke, praising the idea of ​​the Universal Basic Wage and proposing to focus on the “basic food basket”to then reiterate that it is necessary “to take this discussion to different sectors”, in reference to the project promoted by Hagman, Zaracho, Fagioli and other ruling party legislators.

Parallel to the debate on the Universal Basic Salary, the Buenos Aires Community Development portfolio began this week a public outreach campaign to warn those who receive social programs who are entitled to receive the entire benefit.

“If you live in the province of Buenos Aires and you are a recipient of social programs, remember that it is your right to receive the entire benefit. No one can withhold or take away a sum of money that corresponds to you,” says one of the ministry’s spots , which also offers a telephone line (0221-2230021) to make complaints “confidentially and safely”.
