IACHR rules in favor of Panama in casps Vélez Loor

The Inter-American Court of Human Rights lifted the provisional measures imposed on the Republic of Panama and archived the file referring to the Vélez Loor v. Panama case, as a result of the commitment of our country as a guarantor State and promoter of Human Rights and respectful of the work that the institutions of the Inter-American Human Rights System develop to strengthen the culture of compliance with the tutelary norms of the Inter-American Convention on Human Rights.

“This resolution supports our goodwill and transparency towards the recommendations of the Inter-American Court, which has understood our genuine concern to address the complex phenomenon of irregular migration with a humanitarian approach, for which we advocate at the continental level and in a collaborative manner,” said the Chancellor Erika Mouynes.

The resolution highlights that it was of vital importance that the National Government collaborate to carry out the on-site visit to Darién led by the Minister of Security, Juan Carlos Pino, and the Deputy Foreign Minister, Marta Elida Gordón, and in the hearing held in the city of Panama on March 17 and 18, 2022, related to the implementation of provisional measures in its territory.

In addition, he stated that the implementation of measures by Panama involved inter-institutional and intergovernmental coordination led by Foreign Minister Erika Mouynes, as well as an openness to receive the cooperation of civil society organizations and international organizations, highlighting the work carried out in coordination with the Human Mobility Group of the United Nations System in Panama, all of which has favored the strengthening of the response capacity to the migratory phenomenon, especially in the context of the COVID-19 pandemic.

Panama at the hearing, represented by an inter-institutional team from the Ministries of Foreign Affairs, Security, and Health, as well as the National Border Service (SENAFRONT) and the National Secretariat for Children, Adolescents, and Family (SENNIAF), affirmed that with the visit On the ground, the country demonstrated what was reported in our reports, in the sense that the State continues to work incessantly to provide comprehensive care to this migrant population, not only because of the provisional measures imposed, but also because of its own humanistic conviction.

At the regional level, the administration of President Laurentino Cortizo Cohen has proposed and is leading initiatives to address, from a multilateral perspective, the complexity of irregular migration on the continent, in order to provide a homogeneous response to the changing and pressing situation at the borders. shared and propose definitive solutions that allow the exchange of information that contribute to achieving safe and controlled migratory flows, in accordance with the mandates of the Court.
