Housing launched a plan to facilitate access and promote construction throughout the country

This Thursday the project of the Ministry of Housing was presented “Among all, dreams in the making” that has the objective of facilitating access to housing for low, medium-low and medium socio-economic sectors, and promoting construction throughout the country.

The presentation of the plan was carried out by the minister of the MVOT, Irene Moreira, and was attended by the President of the Republic, Luis Lacalle Pou, the Undersecretary Tabaré Hackenbruch, the director of Dinavi, accountant Jorge Ceretta and the president of the Commission of Technical Evaluation and Advice, architect Eduardo González.

The legal advisor added that although the current promoted housing regime has many benefits (the total number of promoted homes since the beginning of the regime as of April 2022 was 29,027), it has had important weaknesses such as the marketing prices that it left behind. out of reach to a significant segment of the population. This MVOT proposal addresses that problem directly. He also underlined that a key aspect of the program is the encouragement for construction to become more dynamic in the interior of the country. The current photo of promoted housing shows that it is centralized in Montevideo in almost 79%.

Specifically, the new program generated the mechanism for direct financing to companies by the MVOT through participation in the capital of which may reach up to 80% of the total cost of the project including land, in projects of up to 8 homes. A guarantee line was created in the National System of Guarantees for Companies (SiGa) called SiGa Entre Todos, which covers a minimum amount of 100 thousand IU of guarantee and a maximum of 50 million IU of guarantee. 100% of the tax benefits of the current Promoted Housing system were maintained, making it possible to develop projects in any part of the territory of Uruguay.

In addition, the following maximum prices are established:

Studio apartment: UI 420,000 (US$ 53,500)

1 bedroom: UI 540,000 (US$ 68,500)

2 bedrooms: UI 660,000 (US$ 84,000)

3 bedrooms: UI 770,000 (US$ 98,000)

4 bedrooms: UI 850,000 (US$ 108,000)

On the part of the families interested in acquiring their home under this program, they may request a non-refundable economic contribution of up to 30% of their capital quota for 25 years, irrevocably. The form of acquisition may be sale, promises, real estate leasing and lease with option to purchase.
