Honduras contracts the services of Cuba to "refound" their educational system

Honduras will receive 10 Cuban “high-level technical education professionals” to help prepare a new academic curricular design that “completely changes the educational model.” This is how he reported it the government of Tegucigalpa itself after the signing of an agreement between both countries, Last Tuesday.

The agreement will last for three years, they indicated, and has the objective of “contributing to the design and implementation of the process to transform education, from the perspective of curricular design, based on the establishment of cooperative relations between both countries.”

The Secretariat of Strategic Planning of Honduras, one of the instances that together with the Secretariats of Education and Culture signed the agreement with the Ministry of Education of Cuba, announced through a promotional video published in networks: “Our educational system will be universal, inclusive, participatory, secular and scientific. Just as it should be and not as the one that is being applied.”

In the images, a fair-skinned and good-looking young woman details in just under two minutes, smiling and with exaggerated gestures, the importance of the agreement. “The system prioritizes four aspects in teaching: literacy, universal access to education, the importance of teachers and education focused on social change,” she explains, referring to education in Cuba.

“The Cuban school system transmits its knowledge and achievements to some 43 countries and Honduras will now be part of them”

Honduras, he continues, “will take as an example this systemwhich is one of the best in the world, and will convert the exclusive system into an inclusive one, and we will begin to raise the cultural level of the population, delving into values such as solidarity and cooperation, taking as a starting point the thought of General Francisco Morazán [padre fundador de Honduras, apodado “el Simón Bolívar de Centroamérica”]and thus we will eliminate social discrimination through education and we will be equal”.

The announcer highlights that “the Cuban school system transmits its knowledge and achievements to some 43 countries and Honduras will now be part of them.” Although the Ministry of Education of Cuba does not currently have the figures of the missions international that carries out, in 2013 he did make public that, in that same number of countries, it had displaced a total of 2,326 teachers, then the highest figure recorded, and they intended to increase it in the following years.

At that time, the largest group of them (423) was in Venezuelathe country with the greatest presence of Cuban educators followed by Equatorial Guinea, with 221, and Angola, with 219. By 2015, in the latter, had 1,400 teachers.

South Africa either The Savior They are other nations with which the Island has signed educational agreements. The export of professionals –mainly doctors but also teachers, engineers, sailors, architects and even artists– is the main source of financing for the regime, and is considered by several international organizations, such as Human Rights Watch or Prisoners Defenders, as forced labor.

In Honduras, another educational agreement is in force with Cuba, which advises on the Honduran national literacy program with the system called “Yo Sí Puedo”, also exported to countries like Mexico.

This agreement was not without controversy, and, in the face of complaints from national teachers, the Honduran Vice Minister of Education, Edwin Hernández, had to clarify that the Cuban teachers would not give classes and that “they would only be a support”.

“What we have is advice, that is, Cuban professors with a high technical level are the ones who are going to advise us to establish the program in the country”

“What we have is advice, that is, Cuban teachers of a high technical level are the ones who are going to advise us to establish the program in the country; those who are going to do the literacy sessions are Honduran teachers,” he said last August, to the time that clarified that his secretariat until that moment had not “generated expenses for the subject of consultancies”.

“The investment of the Cuban consultancy, in relation to the results that this will bring, will be minimal,” said the official.

Both States signed last July a “ memorandum of understanding“, through the Ministry of Foreign Affairs of Honduras and the Ministry of Foreign Trade and Strategic Investment of Cuba. Although the details have not come to light, the Honduran Secretary of Foreign Affairs, Eduardo Enrique Reina, declared: “We were With this memorandum, it opens the possibility of following new paths of collaboration in science and technology, literacy programs and scholarship exchange, among others”.

Tegucigalpa came closer to Havana again after the electoral victory of Xiomara Castro, former first lady and wife of former Honduran President Manuel Zelaya, deposed on June 28, 2009 when he promoted constitutional reforms that the law prevented him from.

Before her election as the first female head of state, the media and the opposition had warned that Castro’s program continued a chavista plan of “national re-founding”, something that, in light of the recently signed agreement, seems to be coming true.
