The proposal contains seven substantive issues:
– reduction in the financing of political parties;
– Modification of the political communication model and radio and television times for electoral purposes;
– extinction of local electoral authorities and centralization of the electoral function;
– Formation of new electoral authorities, particularly the National Institute of Elections and Consultations, and popular election of magistracies of the Electoral Tribunal and of electoral councils;
– reduction of federal legislators and a new mechanism to elect them;
– reduction of the members of local congresses and city councils; and
– implementation of electronic voting for all elections.

The central approach of the initiative consists of a reform of Mexican democracy, which seeks give citizens greater representation and more plurality in the political spectrumthis through reliable representatives of the interests of society and electoral institutions. In addition to enforce the principles of austerity and efficiency in public spending.

The proposal implies a profound change to our electoral system, a transformation in several foundations of Mexican democracy. This implies that although certain issues such as the election by popular vote of ministries and magistracies appear as an unsupported occurrence, others such as the implementation of electronic voting, the reduction of party financing or the review of the political communication model are interesting.

But all the new proposals require deep reflection and analysis so that the electoral system is strengthened and not weakened, in addition to the necessary debates to improve processes.

The justification for some of these changes is based on budget savings, as has happened on other occasions, and this is proposed at more than 24,000 million pesos; but this figure lacks support, since the amounts with which the analyzes are made either do not have documented support or are incorrect or take into account items that are part of specific activities. For example, within the initiative, the budget of the INE and OPLEs is accounted for with the amount allocated to political parties.

The reform proposes the modification of various articles of the federal Constitution, which initially implies that it will require a broad consensus of political forces. However, as we have already seen in the case of the electricity reform, Morena and his allies do not have enough votes to approve it alone and the opposition is voting as a bloc.
