The Ministry of Agrarian Development and Irrigation (Midagri), made official today, Saturday, July 2, the cancellation of the purchase of fertilizers and announced the execution of a third tender, to acquire urea, with the support of the Chancelleryfor the benefit of small farmers.
The measure comes after last June 22, the Minister of Agrarian Development and Irrigation, Andrés Alencastre, announced the cancellation of the second purchase process carried out by Agro Rural on June 12, in which the company MF Fertilizadores was the winner, due to irregularities alerted by the Comptroller.
Through a statement, the sector pointed out that the Institutional Control Body warned and identified adverse situations regarding: requirements of the participants, verification of the technical characteristics and the delivery conditions of the offer.
Additionally, he specified that the The Negotiating Committee admitted two offers that would not meet the technical specifications, a situation that would not guarantee the purchase in the required quality conditions and the timely delivery to the beneficiaries at the national level.during the start of the 2022-2023 agricultural campaign.
“For such reasons, is rendered ineffectivethe international contracting procedure called Acquisition of Urea Fertilizer for Agricultural Use in the Framework of Emergency Decree No. 013-2022 and their actions, in accordance with the arguments set forth in the consideration part of the Executive Directorial Resolution No. 201-2022-MIDAGRI-DVDAFIR-AGRORURAL-DE”indicates the document.
In that line, the Midagri announced that it orders the competent organic units to initiate the corresponding actions, within the framework of Emergency Decree No. 013-2022 and complementary regulations, in order to have the acquisition and distribution necessary for the timely delivery of urea to the beneficiaries.
Likewise, the ministry reported that a copy of the proceedings was sent to the competent bodies for the adoption of the pertinent actions and the demarcation of responsibilities that might take place due to the Control Visit Report No. 018-2022-OCI/5741-SVC of the Institutional Control Body.
“In order to carry out a transparent international process with a plurality of bidders, Midagri contacted the Foreign Ministry to initiate, in a collaborative manner, the convening of the largest number of companies that ensure the timely delivery of urea within the highest international standards and the best market prices”, indicates the statement.
“The Midagri ratifies the firm and unwavering commitment of the new administration of the sector to carry out a transparent and clean purchasing process, which complies with the requirements and technical specifications, which will allow this fertilizer to be available in the shortest possible time to meet with the agricultural calendar of the 2022-2023 campaign”, he concluded.
