Government cites governors by Law 1407; Camacho and Quispe do not confirm

The central government has now invited the governors of the nine departments to a meeting to analyze the scope of Law 1407. The Vice Ministry of Autonomies reported that seven departments have already confirmed their attendance, but Luis Fernando Camacho, from Santa Cruz, and Santos Quispe, from La Paz, they still do not respond.

Camacho urges an appeal before the Plurinational Constitutional Court (TCP) and in Quispe he waits for its confirmation, although his team already knows about the call.

The Vice Minister of Autonomies, Álvaro Ruíz, indicated that the agenda for the meeting will be “to clarify the issue of the PDES (Economic and Social Development Plan) and ask them to join the tables being developed by the FAM (Federation of Municipal Associations) and Acobol (Association of Councilors of Bolivia) ”.

It also reported that the Government has already activated conversations with various regional authorities for the same purpose.

“We have shared, rather than shared, spoken with several of them and they find no difficulty, except for the governor of Santa Cruz, who has taken an action, which we respect,” said the authority.

He added that another of the authorities that has not yet been confirmed is the governor of La Paz, but he specified that the authority’s advisers already know about the government’s call.

Appeal to TCP

In November, the governor of Santa Cruz Luis Fernando Camacho reported that his office presented an abstract appeal of unconstitutionality against Law 1407 of the Economic and Social Development Plan before the TCP to curb its validity.

The norm was questioned by the Santa Cruz authority because, it assures, “violates the autonomies” and prevents the regions from developing their own plan in the legislative, economic and social sphere, typical of the governorates.

This law was also observed by the mayors of capital cities and El Alto, which led to a meeting that took place on Tuesday, November 30, in which the formation of working groups was defined.
