On April 18, the Ministry of Defense called for a tender for G. 1,033 million (US$ 150,000) for the acquisition of security cameras. The same will be destined to the Directorate of War Material (Dimabel).
This is the call with ID 406801, called; “Acquisition of a closed circuit and surveillance system for the facilities of the Directorate of War Material (Asunción and Piribebuy).
Division General Aldo Daniel Ozuna, director of the Directorate of War Materials (Dimabel), is aware of the questions surrounding the call for tenders. However, he noted that he does not yet have all the details.
He reported that the security cameras will be installed in the premises located in Asunción and in the one located in Piribebuy (Cordillera).
“Both places had cameras, but they do not work at present. I had it placed in the tax warehouse, which is the most urgent. In Piribebuy I also need it since there are powder magazines and factories. In addition, the perimeter is very large, ”he commented.
He indicated that he is aware of the complaints and announced that he will seek to suspend the call until the process is clarified. “First of all, I met with three companies, one of them was Protek, but none of them was SIT. I met telling them my intention. Now I will advise myself on how the call goes. I am with many things, Dimabel is not easy, “she said.
He pointed out that he has the power to suspend the process. However, he is focused on clarifying a complaint about weapons that left the fiscal warehouse.
“I do not want to splash my management. My headquarters must be as transparent as possible at all times. I will not favor anyone. I just need a machine to serve me. I ask for 48 hours of time, our priority now is organized crime, but between Wednesday and Thursday I will be able to give more details, “she concluded.

What is striking is the urgency of the call (via exception), despite the fact that the purchase can be made with sufficient planning.
At the same time, the call presents a series of questions, such as the limited time granted by the Ministry of Defense for the analysis of the call to suppliers, considering that the publication was made on April 18 and the deadline for carrying out the consultations were only four days later; on April 21.
In addition, in the cost estimate background, only the query made to the Security Intelligence and Technology (SIT) company appears.
The striking aspect at this point is that the cost estimate is usually carried out by consulting a minimum of three companies, but here only one firm was consulted.
Another striking aspect that suggests that the call would be addressed is that Dimabel requests cameras from the Chinese brand Hikvision, which precisely represents the SIT company.
