The ex-president Eduardo Frei Ruiz-Tagle announced this Friday, through a statement, that it will vote Rejection in the exit plebiscite of the proposal for a new Constitution, which will be held on September 4.

“I have insurmountable discrepancies on various contents of this proposal, which I consider compromise the peace, development and prosperity of our country,” Frei said.
“I urge all those who share this position (the Rejection) to commit to comply with the objectives of the Agreement for Peace and the New Constitution of November 2019, to have a New Fundamental Charter,” urged the former senator.
“I reject with a call to identify those aspects of the Convention proposal that should be part of a broad agreement on a constitutional reform, which incorporates them in the shortest time possible,” he said.

Regarding the discrepancies, he expressed criticism against the political system agreed upon by the constituent body.
“The proposed political system does not establish an adequate balance and division of powers, it creates an omnipotent Chamber and is exposed to the fact that an occasional majority that controls the presidency and the political Chamber, could advance towards a dictatorial regime of those that are being frequent,” he said.
He also questioned the Council of Justice, successor to the Supreme Court. “I judge its strongly political composition and its enormous accumulation of powers inadequate, ranging from appointment, through disciplinary power, administrative management, review of its actions, transfer and removal,” he said.
In turn, he criticized the regionalization proposed by the Convention. “The concrete form of his proposal makes him frustrated by an overlapping of autonomies, of legislation of different origin, a plethora of assemblies and, in addition, he makes the mistake of not having emphasized the strengthening of mayors and governors”, Frei explained.
Lastly, he expressed discrepancies with plurinationality. “In the form in which it is proposed, it could be a threat to the unitary State and to the equal rights of the country’s inhabitants. The power that is given to the original peoples to veto administrative or legislative initiatives constitutes a privilege that the rest of the citizenship,” he said.
