First phase of Internet Brasil will distribute around 700,000 chips

After approval of the provisional measure (MP) that creates the Internet Brazil Program, the Ministries of Communications and Education published a joint ordinance, this Friday (29), to define the rules for implementing the initiative, which provides for free internet access. broadband access to basic education students in the public school system from families registered in the Single Registry for Social Programs of the Federal Government (CadÚnico). According to the federal government ordinance, published in the Official Diary of the Union, the promotion of internet access for low-income students will be carried out through the distribution of chip and data packets. In this first phase, however, only those students who have an electronic device will be able to receive the chips. Anyone who does not have the device will not be considered.

The federal government will implement the program gradually, according to budgetary and financial availability, technical requirements for the provision of the service and prioritization criteria. In the first phase, the ordinance establishes that the benefit may be granted to students who are members of families enrolled in CadÚnico who attend Elementary School (from the 3rd year) or High School in public, municipal or state schools, already served by the Nordeste Conectado project.

The schools served by Nordeste Conectado are located in Caicó (RN), Campina Grande (PB), Caruaru (PE), Juazeiro (BA), Mossoró (RN) and Petrolina (PE). The pilot project provides for the distribution and maintenance of around 700,000 chips.

Internet access may be granted to all students who apply for the benefit, even if they belong to the same family. However, in addition to requiring a device to use the chip, the beneficiary cannot be served by similar programs offered by states, municipalities or the federal government itself.

THE Brazil Agency, the Ministry of Communications informed that in the future, depending on budget availability, the program may also include the purchase of electronic devices so that students can use the internet chip. “As provided for in the provisional measure that instituted the program, its implementation is gradual and, in this first phase, provides for the distribution of chip with data package. In the future, subject to the budgetary availability of the ministry and the production capacity of mobile device providers , the program can also provide access equipment”.

The granting of the internet access benefit will depend on the adhesion of the state education departments, which includes the signing of adhesion terms and confirmation of interest, including by the contemplated school. It will also be required to sign a term of receipt and responsibility by the beneficiary student or his/her legal guardian.

It will be up to the Education Departments that adhere to the program to define which schools will have students benefiting from Internet Brazil.

“The definition of which students will benefit must be based on objective prioritization criteria. It will be up to the schools whose students will benefit from the program to receive and distribute the Internet Brasil chips, register the distribution and keep the chips that, for whatever reason, were not delivered,” the ministry said.

The Ministry of Communications will define and communicate the maximum amount of benefits that can be made available, distribute the chips, communicate the complementary operational guidelines and verify the registration condition in CadÚnico.

The Ministry of Education will be responsible for providing the Integrated Monitoring, Execution and Control System for the folder for the purpose of accessing the Education Departments to Internet Brazil. The Programa Dinheiro Direto na Escola Interativo system will also have a module available for schools to confirm their interest in participating. Based on the data entered in both systems, the MEC will also follow up and monitor the execution of the program.
