The Oswaldo Cruz Foundation (Fiocruz) prepared a letter to candidates for the Presidency of the Republic and to society. According to Fiocruz, the letter that will be sent to the campaign coordinators of all candidates for the Presidency of the Republic, has among the proposals the alert for the need for a progressive increase in public investment in health to reach 7% of the Gross Domestic Product. (GDP) in the next 8 years, and 2% of GDP in science, technology and innovation in 4 years. Currently, 4% of GDP is invested in health and 1% goes to science, technology and innovation.

The document also defends the repeal of the Amendment to the Constitution 95the Public Expenditure Ceiling PEC, “and the fiscal rules that restrict well-being, science and education”.

The Charter for Sustainable Development with Equity, Health and Democracy calls for the elimination of hunger and extreme poverty and an increase in investments in the technological and industrial bases of health in the country, as a way of overcoming the economic vulnerability of the Unified Health System (SUS) and reduce external dependence.

In the document, Fiocruz also pointed to “a new regulatory framework for active policies for productive development and innovation in health, guided by the demands of the SUS and for the expansion of public vacancies, affirmative action and improvement of physical infrastructure conditions”. and digital in public education”.

Among the guidelines, Fiocruz included proposals for respect for equity and diversity and climate and environmental emergency measures. “Defending the promotion of public policies related to equity and respect for diversity; an integrated action to face the climate and environmental emergency based on the social determinants of health within the scope of the 2030 Agenda; and international cooperation based on solidarity in Health, Science, Technology and Innovation, with the objective of reducing global asymmetries”, says the document.

According to Fiocruz, the letter “is the result of debate and contribution by the institution’s Deliberative Council and adds to the democratic moment of seeking solutions for the country in the construction of public policies, based on the knowledge accumulated in the institution”.

Fiocruz’s president, Nísia Trindade, said that the institution wants to contribute to an agenda for the country’s future, with more equity and justice. “This document is a piece of dialogue, which reflects our commitment to taking stock of the challenges of Brazil and the world, with science, technology and innovation as fundamental elements for thinking about human, social and economic development,” he said.
