Expertos ven necesaria ley extinción dominio para lucha contra crimen

The domain forfeiture law is of vital importance, because it would be a fundamental legal instrument to fight effectively against organized crime and corruption, both in the public and private sphere.

This was affirmed yesterday in the panel “bill of domain extinction”, organized by the School of Law of the Catholic University of Santo Domingo (UCSD) and in which the senator participated as speakers. Pedro Catrain Bonilla and consulting attorneys Olivo Rodríguez Huertas and Eric Raful.

Catrain Bonillaalso president of the bicameral commission that studies the project in the National Congress, affirmed that the need for the norm lies in the fact that it would be a mechanism that the State would use to recover illicit assets, from corruption and drug trafficking.

However, he understands that the regulations must contemplate a clear guarantee, regarding due process, to avoid affecting citizen rights.

While Rodriguez Huertasformer ambassador to Spain, agreed on what is necessary to have the lawbut warned that its approval does not mean that stolen goods or illicit actions would be recovered immediately, since that entails a process.

However, he believes that the negative experiences that the country has had, especially in relation to drug traffickers, who after be extradited to the United States and there they reach an agreement and light sentences, they return to the country to enjoy their illicit assets.
