The Executive power ordered this Thursday that all public institutions in charge of human feeding programsthe alleviation of poverty or the protection of women, people with disabilities, among others, acquire in their purchasing processes, goods produced in the country and that are directed exclusively to micro, small and medium industries (MSMEs).
The decision is contained in decree 31-22, which orders compliance with the provision to entities in charge of protection programs for the elderly, children and adolescents, especially in depressed rural areas and in the border area.
According to a statement from the Presidency, this provision seeks to contribute to the economic development of the country and the generation of jobs, provided that there are industrial MSMEs in the market that demonstrate the capacity to supply them.
With this decree 86-20 of February 21, 2020 is repealed, which instructs the institutions that when convening purchasing processes to acquire the necessary inputs for the proper functioning of these programs, they carry out calls exclusively for agribusiness and national industry, provided that in the market there are producers, industries or manufacturers that demonstrate the capacity to supply them.
It also repeals literal b of article 2 of the decree 164-13 of June 10, 2013, which instructs public institutions subject to the scope of application of Law 340-06, so that the purchases and contracts that they must make to micro, small and medium-sized companies, be exclusively of goods and services of national origin, manufacture or production.
The institutions that must apply the decree
The Social Plan of the Presidency, Progresando con Solidaridad Program, Economic Kitchens, National Institute of Student Welfare (Inabie), National Police, National Health Service, public health centers, Ministry of Defense, Presidential Commission for Neighborhood Development Support, Commission Presidential Support for Provincial Development.
Also the National Institute for Comprehensive Early Childhood Care, the National Council for Children and Adolescents, the National Council for the Aging Person, Promese Cal, the Institute for Price Stabilization, the Ministry of Education, the Ministry of Housing, the Institute for Aid and Housing , Executing Unit for the Readjustment of Neighborhoods and Environments, and any other entity that is related to the aforementioned programs.
