Evaluation Commission prepares a new bidding report for an interchange in La Cabima

The Evaluation Committee of the tender for the best value of the construction and financing project of an interchange at the entrance of La Cabima de Alcalde Díaz prepared a new report in which the Cabima Consortium, made up of Constructora Meco, SA and Constructora Meco Panamá, SA got a better rating.

Meco obtained a score of 100% and the C&T La Cabima Consortium, made up of the companies Constructora Urbana, SA (Cusa) and Toronto Holdings, SA, achieved a score of 98.54%.

In the report, published on the Panama Compra portal on March 2, the Evaluation Commission explained that the Cabima Consortium offered $21.7 million and the C&T La Cabima Consortium presented its proposal for $22.5 million. The reference price of the project is $20.8 million.

Meco had been left out of this tender, last December, after his disqualification because the commission considered that he had failed to comply with some requirements established in the list of charges, including not authenticating the financing cost form before a public notary.

The company challenged, but its appeal was unsuccessful before the General Directorate of Public Procurement. The Ministry of Public Works (MOP) continued with the process and awarded the project to the C&T La Cabima Consortium on January 18.

Meco’s legal team appealed to the Administrative Court of Public Procurement and filed an appeal. The magistrates analyzed the case and ruled in favor of Meco.

It was last February 17 that the magistrates of the Administrative Court ordered the commission to prepare the new report taking into account Meco’s proposal.

This project contemplates the design and construction of a trumpet-type road interchange at the entrance to La Cabima and a return to unevenness, “horseshoe type”, near the entrance to Ciudad Bolívar.
