The Second Criminal Appeals Chamber analyzed the request of the defense of Cáceres Llica to annul the preliminary arrest as well as the response of the Public ministry. According to the superior judges, all the elements for the application of the coercive measure against the regional authority are met.

During the reading of the judicial resolution, approved unanimously by the superior magistrates Carmen Lajo Lazo, César de la Cuba Chirinos and Jaime Moreno Chirinos, it follows that the escape risk is fulfilled due to the possible penalty that could be imposed on the suspect, which would be greater than four years in prison.
